57-year-old Richard Henry Solis of Arcadia faces two felony counts of grand theft from elder and six counts of petty theft from elder. The alleged crimes involved Solis claiming the victims had injured him with their vehicles and then asking for money for medical expenses or stealing their belongings, reportedly stealing $100,000 from the victims.

He is scheduled to be sentenced March 12.

Arcadia City Council takes steps to increase public safety. On October 16, City Council discussed a recommendation to add a measure to the ballot containing a ¾-cent sales tax, which is needed to help Arcadia with its current financial woes. The Citizens Financial Advisory Committee reviewed the city’s expenditures and asked the council to declare a state of fiscal emergency as soon as possible and no later than June 2019. The vote to add the measure passed almost unanimously, with one council member recusing themself from the vote.

20-year-old man Jason Scott Gustin found guilty of attempted murder of his ex-girlfriend in Arcadia. On August 22, 2016, according to testimony at trial, Gustin met near Arcadia and sat in his car to talk when he pulled out a knife and slashed her throat and then began strangling her. As the victim tried to escape, he stabbed her multiple times. She ran away to a nearby convalescent home. He was arrested a short time later after he showed up at his mother’s workplace in Arcadia.

In order to produce these rankings, analysts at SafeWise reviewed FBI’s crime statistics and population data for 2016. Arcadia Mayor Sho Tay pays tribute to Cherry Liu as the Oct 2 City Council Meeting was adjourned. Liu, 50, who was murdered by her estranged husband August 1, who then turned the gun on himself in a murder-suicide. Liu was a long-time resident of Arcadia and volunteered for the City of Arcadia, frequently acted as an interpreter for city staff to help bridge the gap between cultures.

Mel Liu left a letter to their 14 year old son trying to explain the fatal steps he took. Cherry Liu was well known through her work at Arcadia Chamber of Commerce and Sierra Madre Senior Services.

Arcadia Councilman Roger Chandler ridicules Senator Anthony Portantino's support of State Assembly Bill AB 931. The California Police Officers Association (CPOA) also opposes AB 931. The bill concerns the use of force by police officers. The bill would require peace officers to attempt to control an incident by using time, distance, communications, and available resources to de-escalate a situation whenever it is safe and reasonable to do so. Chandler says it is very bad for Arcadia but a dream come true for lawyers.

Two shot to death Wednesday morning, August 1, in the alley near 816 Sunset Boulevard in Arcadia. Los Angeles Sheriff Department says it looks like a murder-suicide. The woman was pronounced dead at the scene and the second victim later died at hospital from self-inflicted gunshot wounds. Later identified as Mel Liu and Cherry Liu, an estranged married couple.
