Arcadia City Council voted 4-to-0 to pass a new food hall plan for Downtown Arcadia at 33 West Huntington Drive. The food hall will contain seven to eight different food vendors of a pre-existing building, while the upper floors will continue to operate as self-storage units. One of the project goals is to preserve the existing building and keep the midcentury look of it, according to City of Arcadia Senior Economic Development Analyst Tim Schwehr.

Stronach Group and Santa Anita Park issue statement following the death of a 3-year-old colt named Emtech, euthanized on September 28. Two-time Kentucky Derby winning jockey Mario Gutierrez was tossed off in the incident. Santa Anita park will be reviewing the factors that could have contributed to Emtech's injury. Veterinarians Dr. Dionne Benson and Dr. Dana Stead were employed to euthanize and investigate.

Santa Anita Park: horses must get OK of veterinarian team to race. This is a joint effort between the California Horse Racing Board and Santa Anita Park to enhance safety measures and reviews to further protect horses. Twenty-nine horses have died at Santa Anita Park since December 26.

Fisher family reunion celebrated during Monrovia Day. Forty-four descendants of Julian Fisher and Gladys Fisher are still around in this area. Julian Fisher was Monrovia's first African American police officer and his father was recruited to come work on Lucky Baldwin's race horses. Julian and Gladys Fisher had 11 children.

Arcadia. Is horse racing addicted to drugs? Medication use is widespread, and critics say it contributes to deaths like those at Santa Anita Park. Half of the three dozen horses that died at Santa Anita Park in the 12 months before the current meet were on at least one anti-inflammatory medication, a major focal point in the investigation into equine deaths at the racetrack. Critics argue overuse of nonsteroidal anti-inflammatories, or NSAIDs, masks the injuries of horses and increases the chances of a fatal breakdown. The California Horse Racing Board’s research indicates 90% of breaks stem from preexisting injuries. Animal rights organizations say these medications likely contributed to the deaths of 23 horses at Santa Anita Park since the season began December 26, 2018.

Authorities identify dead woman found slain at her home in Arcadia as 76-year-old Chyong Jen Tsai. Detectives are still looking for whoever killed the Arcadia grandmother and stole a white Lexus RX300 from the home in the 300 block of East Forest Avenue. Three weeks before the killing, her home had been burglarized. Detectives are not ruling out this connection to the homicide.

Police find woman’s body in Arcadia backyard in the 300 block of East Forest Avenue. A 76-year-old Arcadia woman was killed yesterday at her home and her vehicle was stolen. The coroner’s office has not yet identified the woman. Neighbors said she was a longtime resident with two daughters and a grandson. The motive behind the killing is unknown.

Arcadia Citizen’s Financial Advisory Committee releases last report. The committee, an independent, ad-hoc advisory body of civic volunteers empaneled by the City Council to review the City’s General Fund long-range financial forecast and provide recommendations to the City Council for cost containment and/or revenue enhancements, recently released its final report. The 40-page report includes 15 recommendations to Arcadia City Council to address the $8,000,000 structural budget deficit. A key recommendation is for the city to consider increasing the city’s local sales tax rate by ¾ of one cent in order to maintain current levels of services.

Denny’s colorful windmill lights up Arcadia’s holiday spirits. The blades have been carefully fabricated and the official “turn-on” took place Friday, November 30. It now runs counterclockwise, 24-hours a day with LED lights. The restaurant used to be Van De Kamp’s.

Iconic windmill spins once more at Denny’s. Less than a year after it detached and crashed into the restaurant, the windmill atop the Arcadia Denny’s is spinning again at the northeast corner of Huntington Drive and Santa Anita Avenue. Santa Anita Park race track gets into the holiday spirit. The park’s inaugural Winterfest, which launched over the weekend, continues through December 23. The park has transformed into a winter wonderland, giving people the chance to ice skate beneath towering pine trees and dance in snowfall amid 70-degree temperatures. Other activities include holiday movies, a giant snow globe photo booth, a petting zoo, food, shopping, an obstacle course and other rides.

The former Van De Kamp windmill atop what is now Denny’s, was restored once, but broke in a freak accident. Arcadia City Council takes steps to increase public safety. On October 16, City Council discussed a recommendation to add a measure to the ballot containing a ¾-cent sales tax, which is needed to help Arcadia with its current financial woes. The Citizens Financial Advisory Committee reviewed the city’s expenditures and asked the council to declare a state of fiscal emergency as soon as possible and no later than June 2019. The vote to add the measure passed almost unanimously, with one council member recusing themself from the vote.
