Arcadia plans for the future. Arcadia City Manager Dominic Lazzaretto presented the City's Fiscal Year 2018-2019 budget. Fiscal year 2018-2019 budget maintains existing levels of public services, but the City can no longer guarantee that services will remain at current levels over the long term. Due to recent changes in state law and other fiscal constraints, the City's proposed budget has a structural deficit of nearly $13.1 million in expenditures in excess of revenues.

Arcadia City Council takes steps to increase public safety. On October 16, City Council discussed a recommendation to add a measure to the ballot containing a ¾-cent sales tax, which is needed to help Arcadia with its current financial woes. The Citizens Financial Advisory Committee reviewed the city’s expenditures and asked the council to declare a state of fiscal emergency as soon as possible and no later than June 2019. The vote to add the measure passed almost unanimously, with one council member recusing themself from the vote.

Power still out in parts of Pasadena. The California Emergency Management Agency's acting secretary Mike Dayton is touring the cities most impacted by the windstorm. His visit is considered a precursor to a state declaration of emergency, which would pave the way for state and federal assistance. Arcadia City Manager Don Penman said damage to public buildings and recovery efforts are expected to top $2 million, and that damage to private property could run several million more.

California Governor Jerry Brown declares a state of emergency in response to the recent windstorm that caused about $75 million in damage, primarily in the San Gabriel Valley. What does Measure A mean for Arcadia? According to Arcadia Citizen's Fiscal Advisory Committee Final Report, additional revenue is required to maintain city services at current levels. If the 3/4 cent sales tax Measure A fails to pass, it could mean eliminating up to 13 police and 10 firefighter and/or paramedic positions, and other cuts to other service areas, like Public Works, Recreation, and the Library.

Arcadia City Council adopted a resolution last week, which consolidates the five homeowner associations' (HOA) development standards, design guidelines and design review procedures into one cohesive document for the first time. The uniform resolution protects only oak trees from removal and gives the HOAs authority to review homeowners' landscape and hardscape designs, such as driveways and walkways.

The windstorm that hit San Gabriel Valley on November 30-December 1 leaves lessons. Utilities and city officials study what went wrong to be better prepared in future emergencies and disasters. Southern California Edison (SCE) restored power to the last of its 433,925 customers by Thursday--one week after the storm--and is now the subject of public criticism and a probe by the California Public Utilities Commission (CPUC) for "prolonged power outages." Crews in Pasadena and surrounding cities are still clearing the streets.

Arcadia Unified School District has faced the reality of mid-year school budget cuts for the past 3 years. To prepare for a possible fourth year of mid-year cuts, the AUSD school board is exploring the option of a parcel tax, an amount to raise hopefully a few million dollars that would help offset what the State is expected to take away. Arcadia School Board Vice President Joann Steinmeier and colleagues are investigating the need for a parcel tax and what form it might take to get passed at the March election.
