There is a speaker addressing the crowd of people in front and one can notice soldiers in uniform and dignitaries seated behind the speaker. Flags displayed on the second story. Ivy covers the walls. Four columns in the front. The address of City Hall was 3 N. First Avenue, as listed in the city directory.

Three girls wearing identical dress costumes and ballet shoes, in dance poses outside Arcadia City Hall. There is a fountain behind the girls that no longer exists. The City Hall tile mosaic wall (mural) depicting Arcadia history, by artist Jay Rivkin, is seen in the background (noted November 27, 2013-the murals had been covered by stucco for many years but were restored this year).

Two storied building on NW corner was City Hall. Large sign on south side may say: Arcadia Pharmacy.
