Monterey Park mass shooting one year later. City still lives in massacre's shadow. Permanent memorial to the 11 victims is still in planning stages. In Arcadia, doughnut business owners Francois Ung and his wife Shally Ung remember and honor their friend Andy Kao, a victim of the shooting at the Star Ballroom Dance Studio on January 21, 2023, with a pledge that they will send proceeds from sales at their Arcadia Donuts store on January 20 and 21 to the Monterey Park Hope and Resiliency Center and the Andy Kao Memorial Ballroom Dance Group to assist funding the nonprofit organizations. Two corporate executives found guilty in first-ever criminal prosecution for failure to report under the Consumer Product Safety Act. Simon Chu, 68, of Chino Hills, and Charley Loh, 65, of Arcadia, found guilty. They sold defective dehumidifiers manufactured by Gree Electric Appliances, Inc. of Zhuhai in China. Los Angeles County Court official says zero-bail policy working as intended. Risk is deciding factor in determining if suspect is released without payment. Zero bail eliminates the financial requirements for release from all but the most serious offenses prior to arraignment. Police will instead cite and release, or book and release, suspects for a majority of misdemeanors and some felonies. Serious and violent crimes (such as killing, kidnap, robbery, assault with deadly weapon), are not eligible and still retain previous bail amounts. More than a dozen LA County cities have joined a lawsuit attempting to reverse the policy. Attorneys for the cities, include Whittier, Downey, Beverly Hills, and Arcadia, argue the Superior Courts have balanced the system too heavily in favor of offenders, so much that "victims and public safety are given a zero value."

Officials urge students to seek out new program that addresses mental health crisis in Los Angeles County schools. Los Angeles County Supervisor Janice Hahn urges students to take advantage of the county's School Threat Assessment Response Team (START) program, which helps assess and respond to potential school threats. The campaign's tagline, "If it doesn't feel right, it probably isn't" was developed through focus groups at Saugus and Arcadia High Schools. A dozen delegates from Arcadia went to Sacramento for the California State Parent-Teacher Association (PTA) Legislation Conference, where they discussed key issues in public education, such as funding for mental health resources and arts programs, continued budget cuts and more. Arcadia High School student delegates Isaac Offstein, Joya Sarkar and Chloe Wong, met with State Senator Susan Rubio (D-49), State Senator Anthony Portantio (D-25) and Assemblyman Mike Fong (AD-49).

CEO Ikenna Mmeje begins managing USC Arcadia Hospital. Ikenna "Ike" Mmeje will lead expansion of access to specialized healthcare and research to the San Gabriel Valley while overseeing all management and operations of the hospital. The hospital was formerly Methodist Hospital of Southern California and is now run by Keck Medicine. Mmeje replaces former president and CEO Dan Ausman, who has retired. Mmeje served as CEO of both Memorial Care Long Beach Medical Center and Miller Children's and Women's Hospital in Long Beach. He previously held CEO and COO roles with Tenet Healthcare.

This does not mean COVID-related restrictions go away. This decision came the same day the statewide COVID emergency declaration ended.

Arcadia resident, Ruixue "Serena" Shi, gets 20-year sentence for Coachella Valley fraud involving $22.8 million in funds for a condominium and hotel complex called Hyde Resorts and Residences Coachella Valley. Shi was president and owner of Global House Buyer (GHB), a China-based real estate development company, and also was CEO of the Beverly Hills-based company Hyde Morgan Development, LLC. Chinese investors in the Hyde project were falsely promised visas through the EB-5 Immigrant Investor Program.
