Arcadia, the Community of Homes, starkly divided on helping the homeless. Residents are unhappy with homeless encampment at Second Avenue and Colorado Boulevard. The City proposes helping unhoused people with the Tiny Shelter project. The plan involves building a village of tiny homes on county land at Peck Park access road site. Residents expressed opposition to that, too.

Homeless forum in Arcadia spawns communication and compassion. It was held at the Performing Arts Center and designed to provide information on homelessness in Arcadia and giving community members a chance to share ideas and concerns. The Homelessness Resource Hub, now closed, had been offering services such as showers, laundry, free WiFi, charging stations, food, clothing, case management, and more at the city's PAR 3 Golf Course parking lot.

Los Angeles County's 2017 homelessness count has gone up 23% from the previous year and District 5, where Arcadia, Monrovia and Pasadena lie, has exceeded the county high at 30%. Measure H funds from a 1/4 cent sales tax increase in Los Angeles County, creates estimated $355 million per year to use on homeless initiative. Los Angeles Board of Supervisors voted on how to properly allocate over a billion dollars from Measure H to help prevent and combat homelessness.

Updated homeless ordinance in Arcadia raises more questions than answers. Arcadia installs 65 "No Camping" signs within city limits. The anti-camping ordinance, updated in 2021, makes accommodations for people experiencing homelessness that are camping by necessity, but does so in a way that is consistent with case law and includes restrictions on where, when and in what manner camping is allowed on public property.

Gold Line extension may be contributing factor in Arcadia homeless population. Arcadia is seeing a drastic increase in homeless compared to recent years, specifically in Downtown Arcadia and Arcadia County Park, largely due to the Gold Line light rail extension that opened in early 2016 with a stop in Arcadia. Arcadia Police Department has seen a 46% increase in transient calls to deal with in 2017, compared to 2016.

Due mainly to solid property, utility and sales tax revenue, Arcadia has remained fiscally sound despite a sluggish state and national economy. Overall in 2014, the city received $56.9 million in revenue and spent $54.7 million.

Arcadia plans for the future. Arcadia City Manager Dominic Lazzaretto presented the City's Fiscal Year 2018-2019 budget. Fiscal year 2018-2019 budget maintains existing levels of public services, but the City can no longer guarantee that services will remain at current levels over the long term. Due to recent changes in state law and other fiscal constraints, the City's proposed budget has a structural deficit of nearly $13.1 million in expenditures in excess of revenues.

At the Arcadia Chamber of Commerce's annual Power Planning Conference on January 24, City of Arcadia's City Manager, Dominic Lazzaretto, provided optimism to the local business community during this time of economic uncertainties. He said 25% of Arcadia's $48 million in annual revenue comes from local businesses--with nearly $10 million from sales taxes and another $2 million-plus from licenses and permits. The City has proposed a new business assistance program ombudsman to help entrepreneurs with the start-up process, is working with Chamber of Commerce to create a more interactive one-stop business checklist, and has not increased the cost of a business permit.

The current tax adds 7% to bills for water, electricity and natural gas and 5% for telecommunications for both residential and commercial customers. If approved, city services will be downgraded significantly. It would eliminate 12.5% of Arcadia's budget.

Arcadia City Council delays vote on Arcadia Highlands home building projects. Council will address the matter again on February 3, to allow for more time to vet newly received petitions from area residents and a detailed letter from an attorney representing a leading opponent of the developments, that the City received last week. Both projects, one at 1600 Highland Oaks Drive, the other at 29 East Orange Grove Avenue, and both designed by Robert Tong of Arcadia-based Sanyao International Inc., involve the demolition of vintage homes to make room for larger residences.

The Board of Supervisors has approved a request from the County Department of Public Works to take over jurisdiction on the project to seismically retrofit transit bridges on Colorado Boulevard and Huntington Drive/Second Avenue. The board declared the portion of Colorado Boulevard under the bridge, as well as portions of Huntington Drive and Second Avenue under the transit bridge, to be part of the county system of roads and highways.
