A Chevron gas station in Arcadia is charging $5.15 for premium gas. Governor Edmund G. Brown, Jr., has directed the California Air Resources Board (CARB) to take emergency steps to increase the state's gasoline supply by selling the "winter blend" early, to bring down fuel prices. Gas prices have skyrocketed over the past week due to a shortage caused by shutdowns at Tesoro and Exxon refineries.

Measure A seeks to repeal utility users tax in Arcadia, on the April 12 ballot. The utility users tax is a source of revenue expected to generate $7 million for the city this year. Arcadia charges residents 7% for gas, water, and electricity, and 5% for telephone on utility bills. The city estimates each household pays less than $10 per person per month on average. The tax is 12.5% of the city's $54.9 million general fund budget. If repealed, it would mean a 12.5% cut to city services, including cutting 12 police officers, closing a fire department, increasing blight, street sweeping would be reduced from weekly to every other week. Programs for children and seniors would be eliminated and library and museum hours would be reduced significantly. Larry Papp helped author the initiative.

Last week's fake bomb threat at Arcadia High School by a 14-year-old student, who was arrested, caused a lockdown of almost 4,000 students and personnel for several hours. This had a great impact on the school. Thousands of dollars of hot lunches were wasted, additional revenue was lost when all school activities in the afternoon and evening had to be canceled, and overtime had to be paid to maintenance workers.

Pension reform is happening with Arcadia city employees. Arcadia City Council approved an ordinance last week whereby police officers and firefighters hired by the city are now required to pay their full employee share, or 9 percent, of their pension costs--an amount previously covered by the city. In addition, tentative agreements are in place with 4 out of 5 employee unions, to have members pay their full share by the next 3 years. Annual increases in employee costs during that period would be offset by equivalent annual raises. Other San Gabriel cities may follow suit.

Arcadia teachers and students unite for Measure A, the renewal of a parcel tax that helps provide stable school funding for Arcadias, on March 7 ballot. Previously approved in 2012, Measure A would authorize a "qualified special tax of $288 per parcel of taxable real estate property," an increase of $60 over the 2012 proposal. Citizen homeowners age 65 and over would be able to exempt their primary residence from the tax.

Horses at Santa Anita Park suffered fatal racing injuries at more than twice the rate of horses competing at California's other 3 major thoroughbred tracks over the last fiscal year, according to statistics. The fatality rate spiked at Santa Anita Park after the switch from a synthetic running surface back to a dirt track in 2010. There were 12 fatalities, or 3.7 per 1,000 starts, at Santa Anita Park in the last fiscal year.

A parcel tax in Arcadia appears to pass. Voters appear to have narrowly approved a parcel tax measure that will raise $3.4 million for the Arcadia Unified School District each year for the next five years, according to preliminary results. If the outcome is finalized, property owners would pay $228 per parcel per year in an effort to stave off additional cuts in the classroom. Measure A, which required a two-thirds vote to pass, was approved by 67.61% of those who voted in the district's boundaries. The vote should be finalized tomorrow.

District Attorney Jackie Lacey finds no crime or wrongdoing in horse deaths. Prosecutor says there is no evidence owners, jockeys or trainers knowingly raced injured animals at Santa Anita Park over the past year. Since July 2018, 56 horses have died at Arcadia race track. Of those, 34 died while running on Santa Anita's main dirt track. Santa Anita Park averages about 2.04 deaths per 1000 racing starts, according to the Jockey Club. The national average in 2018 was 1.68 deaths per 1000 starts. The District Attorney's report includes 27 recommended changes to improve safety and reduce fatalities. Arcadia residents pass Measure A by significant majority. It is a 3/4 cent sales tax increase, passed with 63.94% of the vote in Tuesday's mail-in ballot. Santa Anita Canyon Road, aka Chantry Flat Road, has been jointly owned by Arcadia, Sierra Madre, Monrovia, and Los Angeles County for years. The 3-mile mountain road that leads to the Angeles National Forest will be turned over to Los Angeles County if the cities pay to fix it up. Arcadia and Sierra Madre have completed their repairs and are waiting for Monrovia to start a roughly $500,000 project.
