More than 50 backstretch workers at Santa Anita Park rallied outside Board of Supervisors offices in downtown Los Angeles to request county support for a proposal to resume live horse racing. Santa Anita meet opens: no fans but record betting. Santa Anita park began its 84th winter-spring meet yesterday with no audience, but had a record-breaking opening day in betting handle, as $23,003,159 was wagered on the 11-race card. The old record of $20,491,016 was set in 2018. First-year General Manager Nate Newby hopes fans will be allowed back soon. Until such time only essential personnel and horses' owners are allowed to attend races.

Deqiang Song, 26, of Monterey Park, gets life in prison without possibility of parole, for the crime of kidnapping for ransom, and a second sentence of life in prison plus four years, for the attempted murder of his then 21-year-old victim. Song met his victim through a mutual friend and took her to Westfield Santa Anita mall in Arcadia on September 8, 2010. Then he took her to a remote area of desert in San Bernardino County. He strangled the woman and slit her throat. He called her father for ransom. She survived.

Horse racing deaths report delayed. California Horse Racing Board (CHRB), the state regulatory board, aims for January 15 release of investigation of Santa Anita Park incidents. The report was supposed to become public before the end of the year. Several new policies and safety regulations were introduced the past year as a result of a public outcry over the horse deaths at Santa Anita. The state is doing more drug testing, more pre-race exams, improving medical record keeping, pushing for new technology. Santa Anita Park installed a PET Scan machine to help identify pre-existing conditions in the fetlock area of a horse. To date, 37 horses have died at Santa Anita Park since December 2018. Despite the deaths, the equine medical director Rick Arthur stressed that the number of fatalities in California is actually decreasing, saying there have been 58 deaths at race tracks across the state in 2019, compared to 67 deaths in 2018.
