45th Annual Arcadia Invitational track and field event took place at Arcadia High School yesterday. The Arcadia High School girls team of Laura Guidolin, Isabel Annino, Veronica Yamane (photo) and Glyndyll Mancia finished fifth with the ninth fastest time in the nation at 9:22.09 in the 4X800 relay. The Arcadia High School boys team of Ryan Vargas, Francis Lee, Juan DeLaRosa and Tony Moseley ran the nation's fourth fastest time, 7:48.66. Yamane ran her personal best in the 3,200-meter race.

2011 Standardized Testing and Reporting (STAR) scores show a majority of area schools are progressing. California's STAR program assesses public school students' knowledge of the math, English and science in grades 2 through 11. At Arcadia Unified School District, these are the percentage of students who scored proficient or advanced in core subjects: English-Language Arts 83.9%; History 76%; Mathematics 82.4%; Science 84.7%; Science end of course 80.4%. STAR scores from other area schools are given.

The ad (open letter to the Arcadia community) that was paid for by the three members of the Arcadia Unified School District Board of Education who are targeted for recall--Cung Nguyen, lori Phillipi, and Kay Kinsler--was printed in the Pasadena Star News August 11, 2013. Fired Arcadia High School cross country coach James O'Brien and his supporters say the letter was a public relations bid to derail the recall effort. Arcadia certifies city council election victories for John Wuo and Gary A. Kovacic. The results were certified this week after election officials were able to verify and count 661 of the remaining 681 ballots of the April 10 election. There were 105 ballots that had to be disqualified because voters selected more than 2 candidates in the all-mail election. At least some of those were caused by an error in the ballots' Chinese-language instructions that directed voters to select no more than 3 instead of 2 candidates, prompting the city to send out correction notices. Gene Glasco was elected City Clerk. Measure D, the hotel room tax, passed.

Arcadia City Council rejected a proposed draft resolution last week that several argued would give city-designated homeowner associations (HOA) too much power. During a study session, the Council discussed amending and consolidating the five HOAs' development standards, design guidelines and design review procedures into one cohesive document. Some argued the draft would give the associations' Architectural Review Boards (ARB)--which have architectural design review authority over the association area--too much control over the size of homes, setbacks and other issues. ARBs should look favorably on someone's dream home plans "unless it was so garish and outlandish that it might negatively affect property values," said Councilman Bob Harbicht. Opposition from Kevin Tomkins and Laurie Thompson.
