Santa Anita Canyon Road, aka Chantry Flat Road, has been jointly owned by Arcadia, Sierra Madre, Monrovia, and Los Angeles County for years. The 3-mile mountain road that leads to the Angeles National Forest will be turned over to Los Angeles County if the cities pay to fix it up. Arcadia and Sierra Madre have completed their repairs and are waiting for Monrovia to start a roughly $500,000 project.

The City of Arcadia is using $646,000 in federal stimulus funds for repairs, repaving, re-striping and adding bicycle lanes on Santa Anita Avenue, north of Foothill Boulevard. The city has received $534,000 in stimulus money to retrofit City Hall with an energy-efficient heating and cooling system and $80,000 for equipment and training for its police department. Sometime in late spring, officials plan to widen intersections along Santa Anita Avenue, adding turn lanes or through lanes at Foothill Boulevard, Live Oak Avenue and Duarte Road.

Caltech graduate Tyler Johnson, who had been identified as a suspect in the firebombing and vandalism of more than 130 sport utility vehicles (SUVs) at automobile dealerships in the San Gabriel Valley in 2003, has died in an avalanche while hiking in the Corsian mountains in France on December 26, 2009. Johnson has been a fugitive for the past six years. Surveillance cameras captured Johnson and William ("Billy") Cottrell spray painting environmental slogans on the cars at Rusnak Mercedes Benz in Arcadia in 2003. Cottrell was convicted.

Magna Entertainment Corp., owner of Santa Anita Park race track, which is in bankruptcy reorganization hearings, filed a plan that would cancel its 2005 agreement with Rick Caruso to develop the 830,000 square feet Shops at Santa Anita on the race track's south parking lot. Caruso filed an objection to the move in bankruptcy court, citing "substantial economic harm" to Santa Anita Associates, LLC, the legal entity that was going to develop the project. Santa Anita LLC has so far invested over $25 million to the project's development. Caruso is committed to developing the project in Arcadia. If the contract is indeed terminated between the parties, Magna would have to start from scratch with new plans, new environmental impact reports, and new hearings to propose another development.

The California Horse Racing Board authorized Oak Tree Racing Association to have its traditional fall meet at another thoroughbred venue in Southern California since the association's use of Santa Anita Park is still uncertain. MI Developments, which is chaired by Frank Stronach, recently voided Oak Tree's contract after acquiring the race track from Stronach's Magna Entertainment Corp (MEC) through federal bankruptcy proceedings. Oak Tree's director Sherwood Chillingworth said, "If we can't make a deal with Santa Anita...we can take our dates and run them in Hollywood or Del Mar."

The Metro Gold Line Foothill Extension had a ground breaking ceremony at Newcastle Park in Arcadia, for a project that would extend the line from East Pasadena to Azusa, with stops in Arcadia, Monrovia, Duarte and Irwindale. This phase is fully funded through Measure R, the Los Angeles County half-cent sales tax increase that voters approved to fund transportation projects. Eventually the Gold Line will reach the Inland Empire.

Frank Stronach, chairman of MI Developments (MID), is requesting the California Horse Racing Board (CHRB) to allow additional racing days at Santa Anita Park and at his other track Golden Gate Fields. He wants the number of racing days to increase from 85 to 140 days per year, to run races when he thinks he'll get the most customers. In order for MID to maintain its license and run thoroughbred racing at Santa Anita Park and Golden Gate Fields, the CHRB has asked the company to submit a business plan. The plan has been a secret even to some of the company's board members. In the meantime, repairs are being made at Santa Anita Park in preparation for the fall Oak Tree meet (photo).

Huntington Drive and is the 10th massage service establishment to have its license revoked for code violations since January 2009 as part of a crackdown on code compliance and to eliminate prostitution and other illegal activities. Assembly Bill 2414 is a gambling bill that, as originally introduced, would have increased takeouts--the money race tracks make on given bets. The bill's original language would have permitted any California race track hosting the Breeders' Cup to spend the extra takeout money on promotion of the annual event. Supporters hope that portions of the bill would convince the Breeders' Cup to permanently settle in California. Late amendments inserted last week are stirring up controversy. These changes would make a form of gambling known as "exchange betting" legal in California, essentially allowing horse players to bet against one another by setting their own odds and potentially betting on horses to lose a race. MI Developments opposes the exchange betting portion of the bill.

The 2001 murder of grocer Adel Karas, a 48-year old Egyptian man from Arcadia, a few days after the September 11, 2001 terrorist attacks, was initially thought to have been a hate crime. He was shot at his store International Market at 1381 E. Last Tunas in San Gabriel. Now police suspect Adel Karas was the victim of extortion. The suspects are two Latinos in their mid-20s.

Federal legislation aimed at bringing more teachers back in the classroom is providing Pasadena-area school districts with more than $12.3 million, according to the California Department of Education's preliminary figures. Many district officials are wary of immediately using the money to hire teachers, saying they will likely have to lay off the teachers next year. The money comes from President Obama's $26 billion Jobs Bill for teachers and other government jobs. A chart shows preliminary allocations to San Gabriel Valley school districts.
