Arcadia slowly steers Rusnak Mercedes Benz dealership expansion back on track. Because of a December 2011 California Supreme Court decision to eliminate redevelopment agencies, the expansion has been stalled. Arcadia is now working on a long-range property management plan for the expansion--a plan that is now required for state approval before former redevelopment agency property may be sold. The plan includes properties at 121-159 North Santa Anita Avenue.

Last month's California Supreme Court decision that eliminates redevelopment agencies may jeopardize the Rusnak Mercedes-Benz dealership's expansion plans. Last year, Arcadia's redevelopment agency acquired the final piece of a two-acre site to sell to owner Paul Rusnak to expand his business to 6 acres. Rusnak is one of the city's top sales tax generators and wants to open a 40,000 square foot showroom on Santa Anita Avenue, just one block from the future Gold Line station downtown.

Plans to expand Rusnak Mercedes-Benz in Arcadia should move ahead with Rusnak buying four commercial properties from the former Arcadia Redevelopment Agency. Arcadia became the first city earlier this month to have its long-range property management plan approved by the state Department of Finance--something required of former redevelopment or "successor agencies" to dispose of their properties.

Arcadia city officials will consider changes to its General Plan, a 25-year blueprint for land-use decisions. The new plan aims to revitalize the city's downtown (First Avenue and Huntington Drive) as well as the Live Oak Corridor in the city's southern end. "We're making it easier to develop the downtown and the area around the (future) Gold Line station," said Council Bob Harbicht. If approved, it would allow for mixed-use commercial and residential complexes, commercial square footages could double and the height limit would increase from 40 to 45 feet.

A proposed land deal will allow Rusnak Mercedes-Benz dealership to expand and Rod's Grill will not have to move. The Arcadia Redevelopment Agency has acquired the Dahlgren lot on Santa Clara Street, the last parcel of a 2-acre site it intends to sell to Rusnak. This sale would enable Rusnak to expand from 4 to 6 acres. A public hearing is scheduled for April 19. In addition to the recently acquired Dahlgren property, the current proposed site also includes the former Church of Arcadia on Morlan Place and a commercial strip along Santa Anita Avenue that contains 16 tenants. The proposed deal guarantees the city would receive at least $800,000 in sales tax a year for the next 10 years.

Arcadia launches the new Arcadia Downtown Business Association, with plans to revitalize the downtown district. Matt McSweeney is the association's chairperson and owner of Matt Denny's Ale House Restaurant on East Huntington Drive. City officials will spend about $90,000 on a parking study and about $18,000 in redevelopment funds to get Arcadia Downtown Business Association off the ground. The revitalization plans should work nicely with the slated opening of the Gold Line station at the northwest corner of North First Avenue and East Santa Clara Street by 2014.

Local transit authorities are preparing to move forward with the Gold Line Foothill Extension to the Azusa-Glendora border and local cities are planning to place residential and commercial developments along the line. Those developments are intended to prepare for future population growth. The first phase of the extension is slated to be completed by 2014, adding new stops in Arcadia, Monrovia, Duarte, Irwindale and Azusa. Some plans near those stops could be scaled back due to the down economy. Arcadia officials are looking to build commercial developments centered on a planned station just east of Santa Anita Avenue. Arcadia's challenge will be land acquisition. Because Arcadia has ordinances limiting the use of eminent domain, Arcadia officials have to rely on negotiating land deals, a difficult process with limited redevelopment funds.

The Metro Gold Line Foothill Extension had a ground breaking ceremony at Newcastle Park in Arcadia, for a project that would extend the line from East Pasadena to Azusa, with stops in Arcadia, Monrovia, Duarte and Irwindale. This phase is fully funded through Measure R, the Los Angeles County half-cent sales tax increase that voters approved to fund transportation projects. Eventually the Gold Line will reach the Inland Empire.

Elected officials from San Gabriel Valley foothill cities are angry after being told the second phase of the Gold Line Extension project (from Azusa to Claremont) will be given zero dollars from Measure R, despite an aggressive funding plan for other projects in Los Angeles, as proposed by the Metropolitan Transportation Authority (MTA). Birth-tourism sites not easily detected.Terry Moore-Corse, a code enforcement officer in Arcadia has encountered three maternity homes in the past six years, most recently in 2009, when a resident reported "a lot of pregnant women" coming out of a house. Beyond building code and business license violations, there is nothing illegal about coming into this country to give birth, according to the U.S. State Department, which issues visas. Maternity tourism is a money-making cottage industry in which wealthy women from Asia pay anywhere from $25,000-35,000 to have American-born infants.

A former gravel mine (quarry) may soon become a 1.6 million square foot logistics center and industrial park on an 81-acre site on the southeastern end of Arcadia. Property owner is John Edwards, Jr. El Monte City Manager Jesus Gomez is working with Arcadia and the developer to protect El Monte residents. The Metropolitan Transportation Authority (MTA) has voted to fully fund the $690 million Gold Line Foothill Extension, from Pasadena to Azusa, and to complete it by 2014, with money from Measure R. Measure R was approved by voters in the November 2008 election. It created a half-cent county sales tax intended for transportation projects. The MTA has the funding for the first phase of the Gold Line light rail to Azusa. The first phase is an 11-mile extension that includes stops in Arcadia, Monrovia, Duarte, Irwindale and Azusa.
