Missing Arcadia man Julius ("Cotton") Tinsley, 81, was found dead down a ravine at a turnout on Highway 18, about 2 miles north of the Snow Valley Ski Area. Julius Tinsley trained race horses for 54 years before retiring in 2000.

A drainage problem forced the cancellation of horse racing at Santa Anita Park since three inches of rain fell yesterday. The track has had to cancel racing 12 times since the synthetic track was installed two years ago. In 2006, the California Horse Racing Board banned dirt surfaces from thoroughbred tracks. Santa Anita Park has tried two synthetic tracks but the surfaces have not worked out. Officials announced they will replace the synthetic surface before the Oak Tree Meet in the fall.

With a slight increase in unemployment in March, the state of California reached a post-Great Depression jobless rate high of 12.6%. Los Angeles County's unemployment rate remained locked at 12.4% from February to March. Economists say unemployment has hit bottom. None of the three Chinese-American candidates received enough votes to win one of the three open seats in Tuesday's Arcadia City Council elections. With the departure of Mayor John Wuo, who was the second Chinese-American to be elected to the council, Arcadia, an ethnically diverse city, is reverting to an all Caucasian council for the first time in 12 years. Many in the Chinese community prefer to relay a concern to someone of their own race and culture "because this person understands what they say, what their concern is based on," former council member Dr. Sheng Chang said. Councilman Roger Chandler, however, believes that the city has enough volunteers, associations and resources to facilitate communication and to aptly handle any issue that could come up.

Magna Entertainment Corp., owner of Santa Anita Park race track, which is in bankruptcy reorganization hearings, filed a plan that would cancel its 2005 agreement with Rick Caruso to develop the 830,000 square feet Shops at Santa Anita on the race track's south parking lot. Caruso filed an objection to the move in bankruptcy court, citing "substantial economic harm" to Santa Anita Associates, LLC, the legal entity that was going to develop the project. Santa Anita LLC has so far invested over $25 million to the project's development. Caruso is committed to developing the project in Arcadia. If the contract is indeed terminated between the parties, Magna would have to start from scratch with new plans, new environmental impact reports, and new hearings to propose another development.

Twelve citizens from Arcadia raised thousands of dollars to help a woman named Yessica Hernandez Millan, 31, of Whittier, who had to bury her three children. They died in a traffic accident in Newhall on April 12. Their funeral was on Thursday, April 29. The deceased are Cynthia Hernandez, 9, Edgar Hernandez, 8, and Xochitl Hernandez, 5.

Local transit authorities are preparing to move forward with the Gold Line Foothill Extension to the Azusa-Glendora border and local cities are planning to place residential and commercial developments along the line. Those developments are intended to prepare for future population growth. The first phase of the extension is slated to be completed by 2014, adding new stops in Arcadia, Monrovia, Duarte, Irwindale and Azusa. Some plans near those stops could be scaled back due to the down economy. Arcadia officials are looking to build commercial developments centered on a planned station just east of Santa Anita Avenue. Arcadia's challenge will be land acquisition. Because Arcadia has ordinances limiting the use of eminent domain, Arcadia officials have to rely on negotiating land deals, a difficult process with limited redevelopment funds.

Isaac Campbell, a man charged in the murder of his former girlfriend Liya "Jessie" Lu, appeared in court for a pre-trial hearing and was ordered to return to court July 14. Campbell has pleaded not guilty and remains in custody on $1.2 million bail. Lu's body was found September 2007 at an Arcadia residence. Her body was wrapped in a plastic bag, placed in a blue trash bin and buried under 10 gallons of cat litter.

Honorary degrees were awarded to Japanese-American former Pasadena City College students who had their educations cut short by internment during World War II. Japanese-American "nisei" students at what was then Pasadena Junior College never got the chance to graduate with the Class of 1942. One honorary graduate, Fusae Hamane (died in 1997), born and raised in Pasadena, was told to report to Santa Anita Park race track before being sent to a camp in Gila Bend, AZ. The graduation came 68 years later.

Santa Anita Park will host the Oak Tree Racing Association's fall meet one last time. Oak Tree's five-week fall meet has been held at Santa Anita Park since 1969. Frank Stronach, chairman of MI Development (owner of Santa Anita Park), said he doesn't want to have a tenant (Oak Tree) in the long run and talked about deregulation of the horse racing industry.
