Marquee West use permit: new hurdle. Operators of the Marquee West teenage night club at 30 S. First Avenue will face a new hurdle when Planning Commission will reconsider the conditional use permit under which the center operates. The staff recommendation will be to revoke the permit, "due to the inability to control irresponsible behavior and the apparent inability of Marquee West to comply fully with all the conditions of the permit." On February 27, 1979, James Hooper, an Arcadia mailman, entered an Arcadia residence through a window when he heard moaning inside. An elderly woman, living alone, had fallen and broken her hip. On February 26, 1981, Hooper again heard moaning sounds at the same residence and entered to find the same woman had again fallen. She was taken to the hospital.

City Council unanimously agreed to hold a June election to attempt to bail the school district out of its financial troubles. Proposition A would increase the utility tax by 2%, bringing in $550,000. Proposition B would raise the tax an additional 1% bringing $250,000 more. The funds would be for maintenance of school property and facilities used by the city.
