Peruvian jockey Rafael Bejarano joined horse racing royalty when he became the first rider since Laffit Pincay (in 1979-1981) to win three consecutive Santa Anita Park riding titles. He is 28 years old. He credits the late Bobby Frankel for opening doors for him in California. Bejarano is known to be loving, kind and never abusive to his horses. (Photos).

Honorary degrees were awarded to Japanese-American former Pasadena City College students who had their educations cut short by internment during World War II. Japanese-American "nisei" students at what was then Pasadena Junior College never got the chance to graduate with the Class of 1942. One honorary graduate, Fusae Hamane (died in 1997), born and raised in Pasadena, was told to report to Santa Anita Park race track before being sent to a camp in Gila Bend, AZ. The graduation came 68 years later.

The television cable channel HBO filmed a pilot called "Luck" at Santa Anita Park last spring, starring Dustin Hoffman and Nick Nolte. The writer and producer is David Milch, who also wrote for the "Deadwood" television series. Santa Anita Park officials hope the pilot is picked up as a series. Its exposure on HBO could mean more revenue for the race track.

Four Chinese nationals were arrested on federal and state charges for their alleged involvement in brothels in Monterey Park and San Gabriel. Jian "David" Guo, 42, of Arcadia, Huagui "Candy" Lotto, 53, of Rowland Heights, Lotto's husband Phillip Fu, 47, of Rowland Heights, and Yibin Zhang, 45, of Monterey Park, were arrested. If convicted of the state charges, the maximum sentence would be 7 years and 4 months.

Two of four "tree-sitters" that were arrested while protesting the destruction of an 11-acre Arcadia oak woodland in January appeared in Alhambra Superior Court on Thursday and had their arraignment postponed until February 18. They are John Quigley, 50, of Glendale, and Julia Jaye Posin, 23 of Venice Beach. Travis Jochimsen, 28, of Lancaster and Andrea Bowers, 45 of Los Angeles, were also arrested but did not appear for arraignment.

Dwight Chang of Arcadia is owner of a house on the 1300 block of South Palm Avenue in San Gabriel. The building has been operating as a makeshift maternity ward with 10 newborns and about 12 Chinese nationals, crammed into an illegally converted townhouse. Chang has been warned twice before for operating a business that primarily caters to Asian "maternity tourists." Chang denied any wrongdoing and was fined $800 for building code violations. Children born on American soil automatically become United States citizens, under the 14th Amendment to the Constitution. Maternity tourism caters to wealthy Taiwanese, Chinese and Koreans. Throughout the past decade, similar set-ups have been uncovered in Rowland Heights, Hacienda Heights, New York, and Quebec.

They are John Quigley, 50, of Glendale, Julia Jaye Posin, 23 of Venice Beach, Travis Jochimsen, 28, of Lancaster and Andrea Bowers, 45 of Los Angeles. They rejected an offer of community service and payment of restitution from the District Attorney's office. The four will appear in court again April 22 for a pre-trial hearing.

Birth-tourism sites not easily detected.Terry Moore-Corse, a code enforcement officer in Arcadia has encountered three maternity homes in the past six years, most recently in 2009, when a resident reported "a lot of pregnant women" coming out of a house. Beyond building code and business license violations, there is nothing illegal about coming into this country to give birth, according to the U.S. State Department, which issues visas. Maternity tourism is a money-making cottage industry in which wealthy women from Asia pay anywhere from $25,000-35,000 to have American-born infants.

Bowen Du, 19, a Pasadena City College student, was charged with felony vehicular manslaughter in the death of 16-year-old Arcadia High School student Alice Zhang on April 10. In court, he said he was sorry and did not mean to do it. He was a graduate of Arcadia High School in 2010 and a private first class in the U.S. Army Reserve. His arraignment was continued until June 28. Du has no prior criminal record. Arcadia police have said the car's windshield was "excessively dirty" and that "this vision obstruction, combined with the setting sun at the time of the collision, played a major role in the cause of the collision." Du was driving about 30 mph when he struck Zhang and her friend on the 600 block of West Duarte Road.

The parents of Alice Zhang have filed a $5 million claim against the city of Arcadia, arguing the "dangerous" crosswalk on the 600 block of West Duarte Road should have been changed long ago. Alice Zhang was a pedestrian hit by a car there, driven by Bowen Du, and was killed. The parents are Ruixia "Nancy" Liang and Yongjian "Richard" Zhang. The crosswalk "has been known to be dangerous for a long time," said attorney David Casselman, who is representing the parents. The city reacted by putting in an experimental crossing signal (flashing yellow lights) that proved insufficient.

Nine people face federal charges for allegedly smuggling blue jeans from China by way of a Foreign Trade Zone in Industry. The alleged smugglers avoided import duties and taxes that would have amounted to between $2 million and $2 million in tax revenues for the government since 2009, according to Immigration and Customs Enforcement (ICE). Two of the alleged are Taylor "David" Wong, 49, of Arcadia and Tsu "Nick" Wei Lin, 41, of Arcadia. The others are Joel Elder of Long Beach, Jianying "Jonathan" Huang, a Chinese national, Xiaoqiong "Joan" Hou of Diamond Bar, Rebecca Ho of Alhambra, Yuling Wang of Walnut, Keen "Alven" Wai Choo of Rowland Heights and Wei "Julia" Lai, the key figure in the indictment.

He allegedly sold prescriptions for controlled substances, such as Vicodin, to an undercover federal agent.
