Westfield Santa Anita mall sells for $537.5 million to an undisclosed buyer. The property at 400 South Baldwin Avenue and now known as The Shops at Santa Anita, is 1.48 million s.f. and nearly 100% leased. French-based Unibail-Rodamco-Westfield (URW), which has owned and operated the mall since 2007, has been selling off big-name mall properties in Southern California. IKEA Arcadia will open at the mall bringing a smaller version of IKEA with its design studio concept.

Mall buyer a local resident. Wen Shan Chang, 71, of Bradbury, is new proprietor of The Shops at Santa Anita, formerly owned by Westfield. It was sold in August for $537.5 million. The property is at 400 South Baldwin Avenue and is now called The Shops at Santa Anita. Mall is 1.48 million square feet. Chang purchased it from France-based Unibail-Rodamco-Westfield in a sale considered the largest for a mall in the U.S. since 2018. The Arcadia mall site has been thriving through Asian retailers catering to the large Asian community in Arcadia and San Gabriel Valley.

Local activist group Arcadia First was misinformed about plans to put 240 slot-style gambling machines known as "Horse Wizards" at The Shops at Santa Anita, the proposed Caruso mall development. George Haines, General Manager of Santa Anita Park race track, and Arcadia city officials say this is incorrect. There are no slot machines planned for the new mall.

An attorney for Arcadia First! asked the Los Angeles District Attorney's Office to investigate whether negotiations between the city and developer Caruso Affiliated violated the Brown Act because they were held outside of public view.

Caruso Affiliated will give Arcadia $2 million in development fees and receive assurances from the city under the terms of a 63-page draft agreement released Friday. The agreement gives Caruso the assurance they can build what is approved. Caruso must dedicate a portion of the parking lot for City Hall to construct a water well. Developer Rick Caruso spoke to a crowd of more than 800 people at the Arcadia Masonic Temple about plans for The Shops at Santa Anita at a Planning Commission meeting. The public was invited to voice their opinions in 3-minute blocks of time. Caruso had supporters among police and firefighters unions, Chamber of Commerce, Arcadia Unified School District, several homeowners associations, and city officials. 369 people at the meeting signed a petition opposing the project.
