Westfield Santa Anita mall, Santa Anita Park race track, and other businesses cope with power outages and wind damage. Westfield Santa Anita mall was unable to open due to a widespread power outage although power was restored to the center's east end by 4:30 PM yesterday. Santa Anita Park was closed yesterday due to a power outage. The race track also sustained wind-related damage to the roof in its stable area and also had several uprooted trees. Huge, old trees were blown down in Arcadia.

Santa Anita Dam sediment project is nearly complete but residents and activists continue to question Los Angeles County's intentions for demolishing the 11-acre Arcadia Woodlands 1.5 years ago. Following the removal of the trees on January 12, 2011, the Los Angeles County Department of Public Works has been moving mud and debris from the dam to the middle and lower sediment placement sites by a massive conveyor belt. Moving the dirt makes flood control and water conservation possible for the neighboring populations of Arcadia and Sierra Madre.

Los Angeles County supervisor Mike Antonovich plans to set aside $650,000 of county funds to re-seed the oak woodland habitat in Arcadia that was demolished last week for flood control purposes, after mud and debris dredged from the Santa Anita Dam has been spread at the site. Bob Spencer, spokesman for Los Angeles County Department of Public Works, said there is much more debris poised to come down the hills and "We need to find a solution." Other county wilderness areas face destruction to make way for sediment. Officials are already considering the relocation of sediment from Devil's Gate Dam, which could end up on a 40-acre mature black willow woodland in the Hahamongna Watershed Park. Environmental activists won't let that happen without a fight.

John Shear, a 90-year-old paddock guard at Santa Anita Park, has been hospitalized for putting himself between a 6-year-old girl and a charging race horse called See and Sage. The girl was not hurt but Shear had several broken bones.

Canadian billionaire Frank Stronach, who is about to become the sole owner of Santa Anita Park, said he hasn't ruled out talking to developer Rick Caruso about reviving a project to build an outdoor mall in the race track's parking lot. Last week Caruso announced that he is no longer pursuing a development deal with Santa Anita Park's outgoing owner, MI Developments, Inc. (MID), for the upscale Shops at Santa Anita. Environmental activists plan to block work crews from clearing 179 oak and sycamore trees, north of Arcadia. Bob Spencer, spokesman for the Los Angeles County Department of Public Works, confirmed that construction would begin this morning to clear the 11 acres of trees, to make room for an estimated 500 cubic yards of sediment from Santa Anita Dam, as well as debris from seven other area catch basins. Spencer said, "The purpose behind this project is public safety; the damn built in 1927 does not meet seismic standards. Arcadia city manager Don Penman hopes that the several hundred thousand cubic yards of extra capacity is not an invitation for frequent trucking from other basins.

Magna Entertainment Corp., owner of Santa Anita Park race track, which is in bankruptcy reorganization hearings, filed a plan that would cancel its 2005 agreement with Rick Caruso to develop the 830,000 square feet Shops at Santa Anita on the race track's south parking lot. Caruso filed an objection to the move in bankruptcy court, citing "substantial economic harm" to Santa Anita Associates, LLC, the legal entity that was going to develop the project. Santa Anita LLC has so far invested over $25 million to the project's development. Caruso is committed to developing the project in Arcadia. If the contract is indeed terminated between the parties, Magna would have to start from scratch with new plans, new environmental impact reports, and new hearings to propose another development.

Developer Rick Caruso of Caruso Affiliated is no longer pursuing a deal with Santa Anita Park owners MI Developments to develop an outdoor mall in the race track's parking lot. The project was known as The Shops at Santa Anita. Caruso said, "We're not pursuing it, because of the (Magna Entertainment Corp.) bankruptcy...and everything else." Arcadia city councilman Mickey Segal said it's a loss of "a projected $2.5 million to $3 million of revenue (each year) to the city" in sales and property tax.
