Arcadia kicks off 2020 City Council election. Final candidates in District 1 are Mayor April Verlato running for reelection and newcomer Yuli J. Sira. Verlato is currently on the last year of her first term on city council and she as elected mayor her last year. She is an attorney with Verlato and Roberts law firm in Arcadia. She is a native of Arcadia, with a long list of endorsements, including former mayors of Arcadia. Sira is a real estate agent with Coldwell Banker. District 4 has two candidates--longstanding council member and former mayor Peter Amundson and newcomer Paul Cheng. Amundson has completed three terms on City Council and served twice as mayor. He is an Arcadia native, with a long list of endorsements. Paul P. Cheng is a highly publicized attorney specializing in business operations and commercial realty transactions. He previously ran for Arcadia City Council in 2010. Also up for reelection is City Clerk Gene Glasco. He is running unopposed.

The City proposes helping unhoused people with the Tiny Shelter project. The plan involves building a village of tiny homes on county land at Peck Park access road site. Longtime Arcadia City Clerk Gene Glasco retires. Glasco has served 12 years as its elected City Clerk. In 2022, Arcadia voters approved an update to the City Charter that eliminated the position of the elected City Clerk. With Glasco's retirement, the City Manager will appoint a City Clerk. Most of the traditional City Clerk duties are currently performed by professional staff in the City Manager's Office, ensuring uninterrupted service to the public. Arcadia Politics Becomes Ever More Confusing. Arcadia residents tell us they are concerned that the redistricting rules have changed the city’s voting requirements so much that it is hard to vote for someone you are not familiar with. Therefore, some voters told Arcadia Weekly they simply don’t vote anymore. The recent council meeting was, indeed, contentious, as one of my colleagues wrote last week. It appears there’s a push to change the political environment back to at-large voting.

Arcadia Unified School District continues decades-long advocacy for fair funding from the state. A dozen delegates from Arcadia went to Sacramento for the California State Parent-Teacher Association (PTA) Legislation Conference, where they discussed key issues in public education, such as funding for mental health resources and arts programs, continued budget cuts and more. Arcadia High School student delegates Isaac Offstein, Joya Sarkar and Chloe Wong, met with State Senator Susan Rubio (D-49), State Senator Anthony Portantio (D-25) and Assemblyman Mike Fong (AD-49).

Tiny house homeless plan draws opposition. Council tables proposal to build shelters at park. The city will create a citizens committee to help study the issue. The city is looking into costs, infrastructure and grants for the proposed complex of tiny shelters, in response to the growing number of unhoused people in Arcadia. Homelessness in Arcadia grew from 85 in 2019 to 117 in 2020.

Cities of the San Gabriel Valley Council of Governments assess plan for coyote population management. Those involved in a regional management effort must decide on renewal by November. The council anticipates the cities of Alhambra, Arcadia, Azusa, Covina, Irwindale, Montebello, Rosemead, San Gabriel, San Marino and Temple City, will continue with the program. In 2018-2019, Arcadia received 300 calls or emails regarding coyotes in neighborhoods. By 2019-2020 that number dropped to 120. In 2017, animal rights group People for the Ethical Treatment of Animals (PETA) sued for trapping and killing coyotes. In response, Arcadia developed its own coyote management plan focused on non-lethal alternatives.

Arcadia city considers ban on some restaurant takeout containers (polystyrene, aka Styrofoam). Restrictions on straws, utensils also under review. Arcadia Council Member Tom Beck introduced the idea and Council Member Paul Cheng is enthusiastic about it. Jason Kruckeberg, Assistant City Manager and Development Services Director, said the City will work with restaurants and the Chamber of Commerce to implement the ordinance. The Cheesecake Factory is already using eco-friendly containers and utensils.
