Missing Arcadia man Julius ("Cotton") Tinsley, 81, was found dead down a ravine at a turnout on Highway 18, about 2 miles north of the Snow Valley Ski Area. Julius Tinsley trained race horses for 54 years before retiring in 2000.

Santa Anita Canyon Road, aka Chantry Flat Road, has been jointly owned by Arcadia, Sierra Madre, Monrovia, and Los Angeles County for years. The 3-mile mountain road that leads to the Angeles National Forest will be turned over to Los Angeles County if the cities pay to fix it up. Arcadia and Sierra Madre have completed their repairs and are waiting for Monrovia to start a roughly $500,000 project.

A drainage problem forced the cancellation of horse racing at Santa Anita Park since three inches of rain fell yesterday. The track has had to cancel racing 12 times since the synthetic track was installed two years ago. In 2006, the California Horse Racing Board banned dirt surfaces from thoroughbred tracks. Santa Anita Park has tried two synthetic tracks but the surfaces have not worked out. Officials announced they will replace the synthetic surface before the Oak Tree Meet in the fall.

Local Arcadia ice skater Mirai Nagasu, a 16-year-old who is home-schooled, is part of the United States ice skating team going to Vancouver for the 2010 Winter Olympics. She has no aspirations for a medal, but is fulfilling a dream by just going to compete. Two years ago, when Nagasu was a freshman at Arcadia High School, she won the 2008 U.S. title in St. Paul, MN.

Santa Anita Park owner Frank Stronach is coming to town this weekend to meet with local horsemen to talk about the state of the sport. He'll also meet with an engineer to discuss the pros and cons of a proposed new racing surface consisting of dirt, sand, and a small amount of fiber. He says it is a very safe surface. The question remains, who will foot the bill for it, since Stronach's Magna Entertainment Corporation (MEC) filed for Chapter 11 bankruptcy last year.

Santa Anita Park owner Frank Stronach met with about a dozen horse trainers to discuss the track's racing surface. Stronach announced that he would not replace the synthetic Pro-Ride track yet, but will stick with it until he gets the ability to run the track with less state regulations. He wants free enterprise, which he may never get. In the meantime, drainage problems and injuries persist on the synthetic track. Stronach said he'd be back in April to discuss the issue more.

Peter Chang, 60, of Long Beach, admitted in court that he shot his estranged wife, Liya ("Sandy") Lu, 32, in front of her Arcadia home on Bonita Street. He was immediately sentenced to 29 years to life in prison. The murder occurred on January 27, 2008.

Los Angeles County's unemployment rate remained locked at 12.4% from February to March. Economists say unemployment has hit bottom. None of the three Chinese-American candidates received enough votes to win one of the three open seats in Tuesday's Arcadia City Council elections. With the departure of Mayor John Wuo, who was the second Chinese-American to be elected to the council, Arcadia, an ethnically diverse city, is reverting to an all Caucasian council for the first time in 12 years. Many in the Chinese community prefer to relay a concern to someone of their own race and culture "because this person understands what they say, what their concern is based on," former council member Dr. Sheng Chang said. Councilman Roger Chandler, however, believes that the city has enough volunteers, associations and resources to facilitate communication and to aptly handle any issue that could come up.

Arcadia has the second-largest increase in the state with its median home price jumping 40.2% in March to $726,136 compared to $518,000 a year earlier.

In a strongly worded letter to Canadian mogul Frank Stronach, Arcadia city officials urged Santa Anita Park's owner to work with developer Rick Caruso and finish the proposed upscale Shops at Santa Anita mall project that has been in the works for the last five years. Stronach's MI Developments (MID) voided its contract with Caruso following bankruptcy restructuring at Santa Anita Park. In a further flexing of city muscle, the letter stated that it "looks forward to working with the race track in future projects that require City approval."
