Gold Line Foothill Extension Authority officials unveiled a San Gabriel Valley-themed design for a rail bridge honoring local wildlife and native cultures. The span of the 739-foot bridge will stretch diagonally across the 210 Freeway to Santa Anita Avenue in Arcadia. It will be adorned by four basket-shaped columns and the bridge itself will have individual grooves resembling the scales of a snake. Andrew Leicester is the artist and designer.

The Arcadia City Council has approved a $46 million budget for fiscal year 2009-2010. The city made deep budget cuts across the board, including freezing positions and cutting employee travel. The budget includes roughly $2 million in cuts and concessions from all four city employees' unions, and projects about $45.1 million in estimated total revenues, $45.7 million in proposed expenditures, and $270,000 in employee compensation and benefit deferrals.

State officials have shut down 5 Arcadia massage parlors and fined one business $1.83 million for alleged labor code violations. Inspectors discovered that employees were not being paid hourly wages but got paid every time a massage was given. New Life Acupuncture at 610 E. Live Oak was fined $1.83 million for allegedly violating laws requiring employers to provide pay stubs and workers' compensation insurance. The four other locations fined were Ocean Health Center, C.H. Health Center, Arcadia Spa, and Best Health Center. The fines and closures continued a crackdown on massage-related businesses in Arcadia.

The City of Arcadia expects to receive about $396,000 in federal funding for low and moderate income families in 2009. The Community Development Block Grant is not expected to change from what Arcadia received for the current fiscal year.
