Updated homeless ordinance in Arcadia raises more questions than answers. Arcadia installs 65 "No Camping" signs within city limits. The anti-camping ordinance, updated in 2021, makes accommodations for people experiencing homelessness that are camping by necessity, but does so in a way that is consistent with case law and includes restrictions on where, when and in what manner camping is allowed on public property.

Medical hub marks rebirth, rebrand at USC Arcadia Hospital. In July the 119-year-old Methodist Hospital of Southern California officially became USC Arcadia Hospital. It's a new era for the 348-bed hospital on Huntington Drive. The "new hospital" will build on the history of Methodist, which operated in Arcadia for more than 50 years, and grow into a "one-stop."

Chen Suen becomes first Asian American fire chief in Arcadia. He takes over from Barry Spriggs who retired November 8, after 29 years of service. Suen is an Arcadia resident. He emigrated from Taiwan. He graduated from Arcadia High School, and attended Loyola Law School, UC Irvine, and Santa Ana College, before spending the last 18 years with Arcadia Fire Department.

Santa Anita Park will stay closed; Derby to be rescheduled. Santa Anita Park will remain closed for live racing, at least through the upcoming weekend, as a result of last week's order by the Los Angeles County Health Department in response to the novel coronavirus (COVID-19) pandemic. More than 1700 horses are stabled at Santa Anita Park and are cared for by more than 750 people who live and work at the track. A track press release said, "We will continue to work with county officials and health authorities to familiarize them with the protocols already in place and our plans to protect the health and safety of the community who works with the horses and calls Santa Anita home."

Santa Anita Park workers rally, seeking return of horse racing. More than 50 backstretch workers at Santa Anita Park rallied outside Board of Supervisors offices in downtown Los Angeles to request county support for a proposal to resume live horse racing. They argue they are onsite daily already caring for horses stabled at the racetrack and there would be little additional risk to host racing without spectators.

Citrus Community College In Area 2, Laura Bollinger had an early lead over Joseph Hamer Salas for the Citrus Community College District race. The Citrus Community College District encompasses Azusa, Bradbury, Claremont, Duarte, Glendora, Monrovia, and portions of San Dimas, La Verne, Pomona, Arcadia, Covina and Irwindale. The district enrolls more than 20,000 students.

Decorated vet to celebrate 100th birthday. U.S. Air Force vetean Edward Lopez was a fighter pilot in both World War II and the Korean War. Born in Los Angeles and living in Arcadia for more than 50 years, he is one of the last living members of the Air Force's 365th Fighter-Bomber Group known as The Hell Hawks, a reserve fighter squadron in the U.S. Marine Corps. Maps shift election shapes. Redistricting offers little for Democrats to fear but comes as retirements open doors. Final maps were released yesterday to redraw boundaries for California's elected seats in Sacramento and Washington DC. The 14-member independent California Citizens Redistricting Commission's maps set up newly drawn Assembly, State Senate and Congressional maps, which must be formally approved. The maps did little to loosen Democrats' hold on Los Angeles County's state and federal districts. On the State Senate level, where the Commission is tasked with creating districts with 1 million people each, state Senator Susan Rubio's vast San Gabriel Valley District 22 loses several heavily Asian American communities, including San Gabriel, Alhambra, Monterey Park, Rosemead and Arcadia. Those communities would join Pasadena, Glendale and Altadena in Senator Anthony Portantino's District 25.

California Governor Gavin Newsom appoints area legislator, Assembly Member Ed Chau, as a Los Angeles County Superior Court judge. The move will require a special election to fill the San Gabriel Valley seat for the remainder of Chau's term. Chau would've been termed out of the Assembly in 2024. Chau represented the 49th Assembly District, which includes Alhambra, Arcadia, El Monte, Monterey Park, Rosemead, San Gabriel, San Marino and Temple City and parts of Montebello and South El Monte. It's the only legislative district where people of Asian descent account for a majority of the population at 54%.

Thoroughbred horse owner George Sharp has filed a lawsuit against Santa Anita Park saying his horse League of Shadows would have won race if veterinarin had not removed it. Sharp wants at least $90,000 in damages--the winner's share of the $150,000 purse because he believes his horse was likely to win. Sharp alleges the racetrack's owner Stronach Group has created a "culture of hysteria in the horse community by implementing ad-hoc and ever changing rules" in response to more than 40 equine deaths since December 2018.

10 People in L.A. County test positive for COVID-19 every minute. Every minute, on average, 10 people in L.A. County test positive for COVID -19, and these 15,000 individuals who test positive each day were capable of infecting others for two days before they had any symptoms or knew they were positive, the Los Angeles County Department of Public Health said Monday. At least 10-12% of people infected with the virus end up hospitalized at some point, and more than 1% of people diagnosed with COVID-19 end up dying.
