Next month Arcadia leaders will vote on an ordinance that takes Jessica's Law further by banning sex offenders from living within 2000 feet of certain locations, in addition to schools and parks, such as golf courses, day care centers, public libraries, and swimming pools. It would also create "child safety zones," banning sex offenders from loitering within 300 feet of the locations and it would prevent more than one sex offender from living in any single residence. Pasadena is considering a similar ordinance.

Arcadia's restrictions place more than 90% of Arcadia's residential property in exclusion zones that effectively banish registered sex offenders. Janice Bellucci says the law in Arcadia violates the 5th and 14th amendments and the Ex Post Facto Clause of the U.S. Constitution.

Power still out in parts of Pasadena. The California Emergency Management Agency's acting secretary Mike Dayton is touring the cities most impacted by the windstorm. His visit is considered a precursor to a state declaration of emergency, which would pave the way for state and federal assistance. California Governor Gavin Newsom appoints area legislator, Assembly Member Ed Chau, as a Los Angeles County Superior Court judge. The move will require a special election to fill the San Gabriel Valley seat for the remainder of Chau's term. Chau would've been termed out of the Assembly in 2024. Chau represented the 49th Assembly District, which includes Alhambra, Arcadia, El Monte, Monterey Park, Rosemead, San Gabriel, San Marino and Temple City and parts of Montebello and South El Monte. It's the only legislative district where people of Asian descent account for a majority of the population at 54%.
