Arcadia City Manager Bill Kelly is skeptical about the way the State of California balanced this year's budget. The State promises to pay cities back for sales tax to be used to pay off $10.7 billion in loans. The maneuver, known as the "triple flip" will take half of the cities' sales tax revenue for the next five years, and pay it back out of property taxes now earmarked for schools. Arcadia will lose 25% of its vehicle license fee reimbursement, around $750,000. Arcadia is in good shape this year and next, primarily because of a healthy reserve fund. After 2004-2005, unless some solutions are in place, the city could face some hard times.

Arcadia Public Library garden dedicated to the memory of Jesse Vanlandingham, known to many as Van. He was instrumental in founding the Arcadia Public Library Foundation and served as its president since its inception in 1995, until his death in 2000. The Vandlandingham Memorial Garden was designed by landscape architect Bob Ericksson.

The 100th birthday party includes a scavenger hunt, the release of the anthology "Visions of Arcadia," unveiling the bronze peacock statue at Peacock Corner, a mixer at the Ruth and Charles Gilb Arcadia Historical Museum, and a birthday party at the Community Center. Charles Cooper continues his Arcadia city centennial series "Memories of Arcadia" with a story about Arcadia's mayors. A. N. Multer was the first person to be given the title of mayor of Arcadia. City founder Elias J. "Lucky" Baldwin was the city's first presiding officer, but he held the title of president of the Board of Trustees. The title of mayor was not adopted until 1927, when the Board of Trustees changed to the City Council. Arcadia will have 4 mayors this year to mark the city's centennial. Each city council member will rotate into the position. More interesting facts: Floretta Lauber was the first woman to serve as mayor. She paved the way for Mary Young, Barbara Kuhn, and Gail Marshall to follow. Other history of mayors is recapped. The first city manager was William J. Richards in 1951, when a charter was adopted. The longest serving city official was City Clerk Christine Van Mannen, who held the job for 32 years. See hard copy in VF Arcadia (City) History.

Charles Cooper continues his series "Memories of Arcadia" with a story about the Santa Anita Assembly Center for the Japanese, where at its height, it housed more than 18,000 people. Japanese had a long local history, dating back to workers on the Santa Anita Ranch, and local residents had the uncomfortable feeling of seeing friends behind the wire at the track.

The city has taken a second pumper truck out of service following a July 4 incident in which a water pump failed to engage on a fire truck. The two engines that malfunctioned were bought from Kovatch Mobile Equipment Fire Apparatus. David Contreras died in the July 4 incident. See related story, Arcadia Weekly, July 11, 2002, p. 8.

Construction begins on Anoakia luxury housing development, on the former site of Anoakia, Anita Baldwin's mansion, on the corner of Baldwin Avenue and Foothill Boulevard in Arcadia. The Anoakia Mansion was demolished last August to make way for 31 homes to be built by Hover Development Inc. of Newport Beach. Anita Baldwin, daughter of Lucky Baldwin, lived there until her death in 1939. It was used as a girls' school from 1941 to the late 1970s. The new housing development is 19 acres.

Historical information on Baldwin Lake, the four-acre body of water that adjoins the Queen Anne Cottage in the historical section of the Los Angeles County Arboretum, is presented. The history of lake extends from time of the Native Americans (they called their village Aleupkigna), to Elias J. "Lucky" Baldwin's ranch in 1873, to the movies and television shows in which it has appeared. Baldwin Lake played host to movie stars Johnny Weismuller, Bob Hope, Bing Crosby and Dorothy Lamour.
