The $16 million Arcadia Police Station building, built with bond money and city and CRA funds, is on target for completion in July. WWM Associates designed the building. Mallcraft of Altadena is the contractor and Construction Control Group is the manager of the project. The station is the first civic project constructed with bond funding.

An 8-foot tall bronze tribute to Arcadia's official bird, the peacock, will be unveiled August 5, as part of the city's centennial celebration. The statue will be located in the fountain at Peacock Corner, in the front of Arcadia County Park, at the southwest corner of Huntington Drive and Santa Anita Avenue. The sculptor of the peacock is Dave Chapple and the sculpture cost $30,000.

The homes were constructed on the site of Anoakia, an estate owned by Anita Baldwin, daughter of Arcadia city founder, Elias J. "Lucky" Baldwin, at Foothill Boulevard and Baldwin Avenue. Arcadia and Monrovia will be split into two assembly districts in the redistricting plan signed by Governor Gray Davis last week. Under the new plan, the 59th District, currently represented by Assemblyman Dennis Mountjoy, will move 84% of Arcadia and 40% of Monrovia to Assemblywoman Carol Liu's 44th District. The new plan is still being challenged in court. Senate district boundaries were also modified but did not affect Arcadia.

Arcadia celebrates its 100th birthday on August 5, 2003. The date reflects the anniversary of the Los Angeles Board of Supervisors certifying the results of the cityhood election. Elias J. "Lucky" Baldwin was talking about creating a city as early as 1886. He wanted to name the city Baldwin. On July 27, 1903, thirty-nine residents voted for cityhood.

The Arcadia city budget of $35.8 million for the 2003-2004 fiscal year was unveiled and will be the subject of a public hearing June 14. City Manager Bill Kelly called the spending program "flat line," with only 1.5 new city jobs in the coming year. Kelly said Arcadia is protected from possible cuts to meet state budget uncertainties because of $6 million in reserves, which were earmarked but never spent in a previous budget. The city is safe for at least the next two budget years.

Arcadia City Council adjusts an ordinance pertaining to massage therapists. The ordinance originally required 500 hours of training for a massage therapist to have a license in the city. The council decided to let currently employed therapists substitute on the job hours for any shortage in training under 500 hours. The Council also dropped a requirement for windows in rooms where therapy is provided and decided therapists will not be required to wear white. The therapist will be required to have an identification card in his/her possession but will not be required to display it.
