An ancient Chinese maternity tradition, from the Sung Dynasty (960-1275 AD), known as "Zuo Yue Zi," is translated as "doing the month."It refers to the care of a Chinese woman during the first month after giving birth. The practice is explained here by Wei-Chen Tung, a former registered nurse at Arcadia Methodist Hospital and now an assistant professor of nursing at University of Nevada, Reno. The practice requires new mothers to follow a strict diet and rest for 3-4 weeks following a pregnancy. Tung says a lot of Chinese women still practice this, so hospitals should be aware of this part of Chinese culture. Maternity tourists--women who want to come to the United States to give birth to a full-fledged American citizen, have given rise to businesses that cater to them, such as the maternity home that was shut down in the 1300 block of South Palm Avenue in San Gabriel on March 8. It had been 5 townhomes illegally converted into a maternity home.

Arcadia city officials are cracking down on "maternity tourism" boarding houses by dedicating a full-time police detective to investigate the issue. Maternity or birth tourism is a phenomenon in which women, often from China, pay a handsome fee to have their babies in the United States, so the children can be citizens. While that is not illegal, at least five establishments have been shut down for violations, such as unlawfully operating boarding house businesses in residential zones.

Arcadia. Is horse racing addicted to drugs? Medication use is widespread, and critics say it contributes to deaths like those at Santa Anita Park. Half of the three dozen horses that died at Santa Anita Park in the 12 months before the current meet were on at least one anti-inflammatory medication, a major focal point in the investigation into equine deaths at the racetrack. Critics argue overuse of nonsteroidal anti-inflammatories, or NSAIDs, masks the injuries of horses and increases the chances of a fatal breakdown. The California Horse Racing Board’s research indicates 90% of breaks stem from preexisting injuries. Animal rights organizations say these medications likely contributed to the deaths of 23 horses at Santa Anita Park since the season began December 26, 2018.

Arcadia kidnapping, rape suspect Philippe Brian Lutete, 29, is charged with false imprisonment and sexual battery of a woman on November 26 in the 2900 block of Spruce Court. He was out on bail when he was also arrested on April 8, 2015 on suspicion of kidnapping and raping a woman over an 11-hour period.

Birth-tourism sites not easily detected.Terry Moore-Corse, a code enforcement officer in Arcadia has encountered three maternity homes in the past six years, most recently in 2009, when a resident reported "a lot of pregnant women" coming out of a house. Beyond building code and business license violations, there is nothing illegal about coming into this country to give birth, according to the U.S. State Department, which issues visas. Maternity tourism is a money-making cottage industry in which wealthy women from Asia pay anywhere from $25,000-35,000 to have American-born infants.

Caltech graduate Tyler Johnson, who had been identified as a suspect in the firebombing and vandalism of more than 130 sport utility vehicles (SUVs) at automobile dealerships in the San Gabriel Valley in 2003, has died in an avalanche while hiking in the Corsian mountains in France on December 26, 2009. Johnson has been a fugitive for the past six years. Surveillance cameras captured Johnson and William ("Billy") Cottrell spray painting environmental slogans on the cars at Rusnak Mercedes Benz in Arcadia in 2003. Cottrell was convicted.

Deqiang Song, 26, of Monterey Park, gets life in prison without possibility of parole, for the crime of kidnapping for ransom, and a second sentence of life in prison plus four years, for the attempted murder of his then 21-year-old victim. Song met his victim through a mutual friend and took her to Westfield Santa Anita mall in Arcadia on September 8, 2010. Then he took her to a remote area of desert in San Bernardino County. He strangled the woman and slit her throat. He called her father for ransom. She survived.

District Attorney Jackie Lacey finds no crime or wrongdoing in horse deaths. Prosecutor says there is no evidence owners, jockeys or trainers knowingly raced injured animals at Santa Anita Park over the past year. Since July 2018, 56 horses have died at Arcadia race track. Of those, 34 died while running on Santa Anita's main dirt track. Santa Anita Park averages about 2.04 deaths per 1000 racing starts, according to the Jockey Club. The national average in 2018 was 1.68 deaths per 1000 starts. The District Attorney's report includes 27 recommended changes to improve safety and reduce fatalities. A jury convicted DeQiang Song, 24 of Monterey Park, of the kidnapping and attempted murder of a 21-year-old woman, who he knew through a mutual friend, after taking her on a trip to Westfield Santa Anita shopping mall in Arcadia on September 8, 2010. He then took her to a remote area of desert in San Bernardino County and bound her, strangled her, sliced her throat with a knife and left her for dead. She survived. Song asked the victim's father for $10,000 in ransom money. He will be sentenced April 26 in Alhambra Superior Court.
