Arcadia City Council approves changes to Zoning Code and General Plan. The goal was to update it and bring it up to current development standards. Certain sections were decided on separately, including the single-family development standards, which were updated in April, while short-term rentals and vacant home registry will be considered later. The code was reorganized and now addresses emerging issues such as shopping carts being used outside retail areas and aims to make sure the high quality of development expected is clearly articulated.

Arcadia City Council hears public concerns over historic preservation on February 19. In 4-1 vote City Council agreed not to accept the current ordinance as is, but instead to have city staff revise it. Councilman Roger Chandler took some angry digs at local historians such as Carol Libby about the proposed ordinance. Marcello Vavala, of the Los Angeles Conservancy, said the proposed ordinance was fair because it would require consent of the homeowner to officially designate the home a historic entity.

Arcadia City Council takes steps to increase public safety. On October 16, City Council discussed a recommendation to add a measure to the ballot containing a ¾-cent sales tax, which is needed to help Arcadia with its current financial woes. The Citizens Financial Advisory Committee reviewed the city’s expenditures and asked the council to declare a state of fiscal emergency as soon as possible and no later than June 2019. The vote to add the measure passed almost unanimously, with one council member recusing themself from the vote.

Arcadia City Council voted 4-to-0 to pass a new food hall plan for Downtown Arcadia at 33 West Huntington Drive. The food hall will contain seven to eight different food vendors of a pre-existing building, while the upper floors will continue to operate as self-storage units. One of the project goals is to preserve the existing building and keep the midcentury look of it, according to City of Arcadia Senior Economic Development Analyst Tim Schwehr.
