The homes were constructed on the site of Anoakia, an estate owned by Anita Baldwin, daughter of Arcadia city founder, Elias J. "Lucky" Baldwin, at Foothill Boulevard and Baldwin Avenue. The homes will be 2-stories, and 5,000-6,000 square feet.

Arcadia and Monrovia will be split into two assembly districts in the redistricting plan signed by Governor Gray Davis last week. Under the new plan, the 59th District, currently represented by Assemblyman Dennis Mountjoy, will move 84% of Arcadia and 40% of Monrovia to Assemblywoman Carol Liu's 44th District. The new plan is still being challenged in court. Senate district boundaries were also modified but did not affect Arcadia.

The Arcadia Board of Education will vote on a policy change regarding the release of students' personal information to military recruiters, colleges or prospective employers. In the past, Arcadia has had an "opt-in" policy, in which parents must specifically request information be made available, particularly to military recruiters. This policy is no longer allowed under federal guidelines, so the district will adopt an "opt-out" policy, putting the burden on parents to decide when information will be withheld.

The Arcadia city budget of $35.8 million for the 2003-2004 fiscal year was unveiled and will be the subject of a public hearing June 14. City Manager Bill Kelly called the spending program "flat line," with only 1.5 new city jobs in the coming year. Kelly said Arcadia is protected from possible cuts to meet state budget uncertainties because of $6 million in reserves, which were earmarked but never spent in a previous budget. The city is safe for at least the next two budget years.

The Arcadia City Council has approved a 12-month pilot program to expand its Dial-a-Ride service to include a new non-emergency medical appointment transportation program for seniors and disabled persons. Arcadia City Council has approved a new contract with the Pasadena Humane Society (PHS) to provide animal services to Arcadia. The contract is for $69,838, a 3% increase over the current year's agreement. The city has contracted with PHS since 1994. PHS handles dog licensing, answers calls for service and offers low-cost spay and neuter clinics. Other items were approved, including a contract with Engineered Plumbing Inc. for water mains and valves, the purchase of Mobile Data Terminals for the Arcadia Fire Department from Nida Companies, and massage therapist permits.

Arcadia Mayor Dr. Sheng Chang said he plans to sue two business partners for libel over their charges that he embezzled money from the Access IPA medical group. Dr. Araceli Chanbonpin and Dr. Azucena Porrai charged in a letter that Chang improperly closed a savings account in the company's name at Bank of East Asia. The amount in the account was $421,483.59. Chang, who is president of Access IPA, said he moved the funds to Preferred Bank to establish more banking relationships for the company. When the other two doctors objected, Chang said he moved the money back to the Bank of East Asia.

Arcadia Methodist Hospital celebrates its centennial. There were 30 invited guests and local dignitaries, including past chiefs of staff. The hospital began in 1903 in a 2-story house on Hewitt Street in downtown Los Angeles. It was founded by the Women's Home Missionary Society and had 5 beds.
