48th Annual Arcadia Festival of Bands will be held Saturday, November 17. The event, which showcases the finest high school instrumental music talent in Southern California, has been a proud tradition in Arcadia since 1953. Dennis Davies, who recently retired after serving 39 years as a music director in Arcadia Unified School District, has been named Grand Marshal.

Arcadia City Manager Bill Kelly is skeptical about the way the State of California balanced this year's budget. The State promises to pay cities back for sales tax to be used to pay off $10.7 billion in loans. The maneuver, known as the "triple flip" will take half of the cities' sales tax revenue for the next five years, and pay it back out of property taxes now earmarked for schools. Arcadia will lose 25% of its vehicle license fee reimbursement, around $750,000. Arcadia is in good shape this year and next, primarily because of a healthy reserve fund. After 2004-2005, unless some solutions are in place, the city could face some hard times.

Arcadia Rotary Corner by Joe Miller. Over the years, with 501 (c)(3) status, the Arcadia Rotary Foundation has funded the Paul Johenk Fund, Ted McBane Fund, Dr. Bruce Walter Fund, Ira Traweek Fund and Nick Pokrajac Fund. The Paul Johenk Fund contributed $15,000 for one of the rooms at Arcadia Methodist Hospital, $10,000 to Arcadia Public Library for refurnishing a room, $10,000 toward construction of the Ruth and Charles Gilb Arcadia Historical Museum. Arcadia's official city birthday party will be held August 5, a date that reflects the official declaration of Arcadia cityhood by the Board of Supervisors, back in 1903. The 100th birthday party includes a scavenger hunt, the release of the anthology "Visions of Arcadia," unveiling the bronze peacock statue at Peacock Corner, a mixer at the Ruth and Charles Gilb Arcadia Historical Museum, and a birthday party at the Community Center. Charles Cooper continues his Arcadia city centennial series "Memories of Arcadia" with a story about Arcadia's mayors. A. N. Multer was the first person to be given the title of mayor of Arcadia. City founder Elias J. "Lucky" Baldwin was the city's first presiding officer, but he held the title of president of the Board of Trustees. The title of mayor was not adopted until 1927, when the Board of Trustees changed to the City Council. Arcadia will have 4 mayors this year to mark the city's centennial. Each city council member will rotate into the position. More interesting facts: Floretta Lauber was the first woman to serve as mayor. She paved the way for Mary Young, Barbara Kuhn, and Gail Marshall to follow. Other history of mayors is recapped. The first city manager was William J. Richards in 1951, when a charter was adopted. The longest serving city official was City Clerk Christine Van Mannen, who held the job for 32 years. See hard copy in VF Arcadia (City) History.

Charles Cooper continues his series "Memories of Arcadia" with a story about the Santa Anita Assembly Center for the Japanese, where at its height, it housed more than 18,000 people. Japanese had a long local history, dating back to workers on the Santa Anita Ranch, and local residents had the uncomfortable feeling of seeing friends behind the wire at the track.
