Arcadia and Monrovia will be split into two assembly districts in the redistricting plan signed by Governor Gray Davis last week. Under the new plan, the 59th District, currently represented by Assemblyman Dennis Mountjoy, will move 84% of Arcadia and 40% of Monrovia to Assemblywoman Carol Liu's 44th District. The new plan is still being challenged in court. Senate district boundaries were also modified but did not affect Arcadia.

The Arcadia city budget of $35.8 million for the 2003-2004 fiscal year was unveiled and will be the subject of a public hearing June 14. City Manager Bill Kelly called the spending program "flat line," with only 1.5 new city jobs in the coming year. Kelly said Arcadia is protected from possible cuts to meet state budget uncertainties because of $6 million in reserves, which were earmarked but never spent in a previous budget. The city is safe for at least the next two budget years.

Arcadia City Council adjusts an ordinance pertaining to massage therapists. The ordinance originally required 500 hours of training for a massage therapist to have a license in the city. The council decided to let currently employed therapists substitute on the job hours for any shortage in training under 500 hours. The Council also dropped a requirement for windows in rooms where therapy is provided and decided therapists will not be required to wear white. The therapist will be required to have an identification card in his/her possession but will not be required to display it.

The Arcadia City Council has approved a 12-month pilot program to expand its Dial-a-Ride service to include a new non-emergency medical appointment transportation program for seniors and disabled persons. The program includes service to five hospitals outside the city limits--Huntington Hospital, Kaiser Permanente Baldwin Park, City of Hope Medical Center and Santa Teresita Hospital, both in Duarte, and Mountainview Dialysis Center in Monrovia.

He will serve through October 21 and then the position will rotate to John Wuo (October 21-January 4), Mickey Segal (January 4-April 20). Gail Marshall was mayor through April 15 of this year. Arcadia City Council rejected objections filed by Los Angeles County and declared a redevelopment district for South Arcadia. The district, which covers business properties along Las Tunas and Live Oak, will be operated as a non-contiguous part of the Arcadia downtown redevelopment district. The City Council declared the area does suffer from both economic and physical blight, and hope to spend $12 million to upgrade the district.
