Arcadia city is widening and improving three major downtown intersections, a $1 million project that has caused significant congestion in recent weeks. The work is taking place on Huntington Drive at intersections of Santa Anita Avenue, Santa Clara Avenue and Colorado Place. Sixty percent of the funding is by the City and forty percent by the Los Angeles County Metropolitan Transportation Authority. The city is also replacing an older sewer with a new larger one on Baldwin Avenue, northbound between Huntington Drive and Duarte Road, and will repave the road. Cost about $413,000.

Arcadia city officials will consider changes to its General Plan, a 25-year blueprint for land-use decisions. The new plan aims to revitalize the city's downtown (First Avenue and Huntington Drive) as well as the Live Oak Corridor in the city's southern end. "We're making it easier to develop the downtown and the area around the (future) Gold Line station," said Council Bob Harbicht. If approved, it would allow for mixed-use commercial and residential complexes, commercial square footages could double and the height limit would increase from 40 to 45 feet.

Arcadia resident David Arvizu to challenge city on open meeting law. His letter gives city officials 30 days to respond to alleged open meeting law violations before he files a complaint with the D.A. or a lawsuit against the city. He offered two alternatives to litigation: the Council would either set aside the decisions made in closed session on May 5, or make the meeting minutes available to the public. In a closed session May 5, City Council voted to suspend comprehensive updates to the city's residential and commercial zoning codes, postpone the Neighborhood Impacts Committee, and move forward with a citywide historic preservation survey, excluding the Highland Oaks Homeowners Association. City Attorney Stephen Deitsch said officials did not violate the Ralph M. Brown Act when they voted on three "procedural" items in closed session because they were tied to pending litigation against the city.

Arcadia residents may vote again on street lighting fees. Under the new proposal, single family homes on arterial streets would pay about $17 a year, while those not on arterial streets would pay about $27 a year, making the assessments more fair. Voters in 2008 rejected a proposal to fund the lighting and now the city is considering another mail-in vote.

Assembly Bill 2414 is a gambling bill that, as originally introduced, would have increased takeouts--the money race tracks make on given bets. The bill's original language would have permitted any California race track hosting the Breeders' Cup to spend the extra takeout money on promotion of the annual event. Supporters hope that portions of the bill would convince the Breeders' Cup to permanently settle in California. Late amendments inserted last week are stirring up controversy. These changes would make a form of gambling known as "exchange betting" legal in California, essentially allowing horse players to bet against one another by setting their own odds and potentially betting on horses to lose a race. MI Developments opposes the exchange betting portion of the bill.
