Santa Anita Park owner Frank Stronach met with about a dozen horse trainers to discuss the track's racing surface. Stronach announced that he would not replace the synthetic Pro-Ride track yet, but will stick with it until he gets the ability to run the track with less state regulations. He wants free enterprise, which he may never get. In the meantime, drainage problems and injuries persist on the synthetic track. Stronach said he'd be back in April to discuss the issue more.

A drainage problem forced the cancellation of horse racing at Santa Anita Park since three inches of rain fell yesterday. The track has had to cancel racing 12 times since the synthetic track was installed two years ago. In 2006, the California Horse Racing Board banned dirt surfaces from thoroughbred tracks. Santa Anita Park has tried two synthetic tracks but the surfaces have not worked out. Officials announced they will replace the synthetic surface before the Oak Tree Meet in the fall.

If Oak Tree is not held at Santa Anita Park this fall, as it has for the last 41 years, it would be a significant hit to the city of Arcadia and the region, city officials said. Last year, the city of Arcadia made $185,000 from the Oak Tree meet's betting handle. In addition, the city would suffer the loss of tens of thousands of dollars in sales tax and hotel bed tax revenue. The California Horse Racing Board (CHRB) denied Oak Tree Racing Association's request to run its five-week fall meet at Santa Anita Park after horse owners, trainers, and a racetrack expert expressed concerns about the synthetic surface. Oak Tree officials say they are moving forward to make arrangements to run the meet at Hollywood Park.

Air quality concerns were raised by track employees over fumes and breathable fibers being emitted by the artificial track known as the Cushion Track, which was treated for drainage problems by Pro-Ride Racing in late August. Cal/OSHA hired Colin Young, a certified industrial hygienist to study health risks posed by the track. Young will recommend the artificial race track poses "absolutely no health risks."

Arcadia. Is horse racing addicted to drugs? Medication use is widespread, and critics say it contributes to deaths like those at Santa Anita Park. Half of the three dozen horses that died at Santa Anita Park in the 12 months before the current meet were on at least one anti-inflammatory medication, a major focal point in the investigation into equine deaths at the racetrack. Critics argue overuse of nonsteroidal anti-inflammatories, or NSAIDs, masks the injuries of horses and increases the chances of a fatal breakdown. The California Horse Racing Board’s research indicates 90% of breaks stem from preexisting injuries. Animal rights organizations say these medications likely contributed to the deaths of 23 horses at Santa Anita Park since the season began December 26, 2018.

California Horse Racing Board (CHRB): ban more drugs, release tests. The CHRB wants California Governor Gavin Newsom to pursue changes to state law that would allow the agency to immediately release results of a positive horse drug test and permit more stakeholders, including jockeys and track veterinarians, to access a horse's medical history. Currently, drug test results are confidential. The changes are part of an effort to curb equine deaths and improve safety at California race tracks. Horse racing regulations lead to fewer equine deaths. Fatalities in California have been cut in half in 2 years and plummeted to the lowest levels since 1990 as a result of reforms implemented after dozens of death at Santa Anita Park in 2019. The reforms in the last two years include strict limitations on use of whips by jockey, a prohibition on most medications before races, installation of new imaging technologies to catch injuries sooner, more opportunities for veterinarians and stewards to sideline horses and a mandatory requirement for trainers to participate in the postmortem.

Santa Anita Park: no crimes in horse deaths report says. California Horse Racing Board's yearlong investigation into deaths of 23 horses at Santa Anita Park has determined there were no violations of animal welfare laws and no evidence of illegal medications, but exams possibly were compromised by anti-inflammatory medications. All but two of the horses that died between December 30, 2018 and March 31, 2019 appeared to have preexisting injuries caused by high-intensity racing and training. Senator Dianne Feinstein, D-Calif. said the report makes it clear that transparency is needed in the sport. She has called for the passage of the Horseracing Integrity Act, a bill that would establish a national anti-doping authority for the country.

California Horse Racing Board accepting comments on ‘corrective safety measures.’ Jockeys’ Guild postponing an apparent stunt in which jockeys planned to ride without whips. The California Horse Racing Board (CHRB) is currently accepting comments for a proposed statewide change that would limit the use of whips, or riding crops, to “corrective safety measures.” The guild is opposed to the change. Thoroughbred Owners of California asked the jockeys to cancel the plan, according to Terry Meyocks, guild president and CEO.
