Aerial view looking west across Santa Anita Park from a position about Santa Anita Avenue just north of Huntington Drive. In the upper right portion of the photo can be seen the extensive earthwork done for the track Anita Baldwin and Joe Smoot planned to build. That vast area now is entirely built with homes and apartments and is called Santa Anita Village. Present-day Baldwin Avenue would follow the line shown by the Ranch Road bisecting the photo from right to left just east of the track abandoned by Anita Baldwin and Joe Smoot.

Prop 16 would legalize race-aware decisions in public college admissions, hiring, and contracting. This is a divisive issue among Asian-Americans. Some view it as racist. After a five-year hiatus, Arcadia City Council is considering reinstating a policy that would let property owners pay to be assigned a more auspicious house number, which some believe would improve the value of their home. The number 4 in a street address is considered a bad omen in many Asian cultures. In Mandarin language, the word "four" sounds like the word for death, while the number eight is considered lucky, because it sounds like the word for prosper. Arcadia's Asian population is approaching 60% and most potential buyers will be Asian. In a 3-2 vote, Arcadia City Council endorsed the move in principle and directed staff to report back on the costs involved.

After presentations by 3 architectural firms Tuesday night, the Arcadia City Council voted 4-1 to ask one of the companies back for further discussion on doing a master plan for the city's proposed civic center project. The proposed center would probably be located on the Huntington Drive median where the city hall and police station are now located. Mayor David Hannah indicated that this could be a long-term project, perhaps lasting as long as 20 years.

All four "tree-sitters" arrested while protesting the destruction of an 11-acre oak woodland in Arcadia appeared in Alhambra Superior Court and pleaded not guilty to one count each of trespassing and obstruction a police officer. They are John Quigley, 50, of Glendale, Julia Jaye Posin, 23 of Venice Beach, Travis Jochimsen, 28, of Lancaster and Andrea Bowers, 45 of Los Angeles. They rejected an offer of community service and payment of restitution from the District Attorney's office. The four will appear in court again April 22 for a pre-trial hearing.

An ancient Chinese maternity tradition, from the Sung Dynasty (960-1275 AD), known as "Zuo Yue Zi," is translated as "doing the month."It refers to the care of a Chinese woman during the first month after giving birth. The practice is explained here by Wei-Chen Tung, a former registered nurse at Arcadia Methodist Hospital and now an assistant professor of nursing at University of Nevada, Reno. The practice requires new mothers to follow a strict diet and rest for 3-4 weeks following a pregnancy. Tung says a lot of Chinese women still practice this, so hospitals should be aware of this part of Chinese culture. Maternity tourists--women who want to come to the United States to give birth to a full-fledged American citizen, have given rise to businesses that cater to them, such as the maternity home that was shut down in the 1300 block of South Palm Avenue in San Gabriel on March 8. It had been 5 townhomes illegally converted into a maternity home.

An application to construct a Burger King Restaurant on South Santa Anita Avenue at Alice Street was turned down by the Arcadia Planning Commission on a 4-1 vote. Commission members said they were concerned with noise and traffic problems. Residents also objected to the possibility that students from Arcadia High would congregate and make noise at the restaurant following evening sporting events.
