An activist group called Save the Arcadia Highlands is suing the City of Arcadia over two residential developments that Arcadia City Council approved in February, citing possible violations to "specific provisions of the California Environmental Quality Act (CEQA) and the California Planning and Zoning Law, filed March 12. Arcadia City Council gave preliminary approval for a proposed $18.5 million, four-story medical office building to be constructed near Methodist Hospital on about 4 acres of Santa Anita Park's expansive southern parking lot. Dick Hale's development firm Hale Corporation, has a joint venture with Santa Anita Park's owner The Stronach Group, to use part of the race track's under-used property at 289 W. Huntington Drive for the roughly 70,000 s.f. building.

Arcadia city officials will consider changes to its General Plan, a 25-year blueprint for land-use decisions. The new plan aims to revitalize the city's downtown (First Avenue and Huntington Drive) as well as the Live Oak Corridor in the city's southern end. "We're making it easier to develop the downtown and the area around the (future) Gold Line station," said Council Bob Harbicht. If approved, it would allow for mixed-use commercial and residential complexes, commercial square footages could double and the height limit would increase from 40 to 45 feet.

The Arcadia Unified school board has agreed to terms with mall developer Rick Caruso, who is offering free office space to the district inside his proposed Shops at Santa Anita. Caruso is offering 22,000 square feet of office space, plus 88 dedicated parking spots, for 40 years, at no charge.

As ordered by the Los Angeles Superior Court, Arcadia city officials were expected to finalize the repeal of all approvals related to the Shops at Santa Anita mall project and the decertification of the environmental impact report (EIR). Jason Kruckeberg, Development Services Director for the City of Arcadia, said city officials are just starting the potentially year-long process of fixing the 11 faulty areas of the EIR. City officials have begun talks with CalTrans and the Los Angeles County Sanitation Districts asking for their cooperation in fleshing out traffic and sewage studies.
