Arcadia resident, Ruixue "Serena" Shi, gets 20-year sentence for Coachella Valley fraud involving $22.8 million in funds for a condominium and hotel complex called Hyde Resorts and Residences Coachella Valley. Shi was president and owner of Global House Buyer (GHB), a China-based real estate development company, and also was CEO of the Beverly Hills-based company Hyde Morgan Development, LLC. Chinese investors in the Hyde project were falsely promised visas through the EB-5 Immigrant Investor Program.

Arcadia Seabiscuit Pacifica Project-Phase 2 calls for revised mixed-use project. Arcadia City Council decided on July 3 they want to see more artists' renderings of what Phase 2 will ultimately look like, before going ahead with the $300 million hotel project on the former Santa Anita inn site. The applicant Chateau Group is also requesting to merge the two abutting properties a 100 and 180 West Huntington Drive into the Specific Plan area and change the General Plan Land use Designation from "Commercial with Downtown Overlay" to "Downtown Mixed Use," to revise the General Plan Land Use Map to reflect the changes, rezone the properties from "General Commercial with Downtown Overlay" to "Seabiscuit Pacifica Specific Plan," and include a Height Overlay of H8 on 180 West Huntington Drive to allow a portion of the mixed-use building on that property. The Santa Anita Inn was a 2-story hotel comprised of 6 buildings, 110 rooms, 34,775 s.f., that was originally constructed in 1955 and remodeled in 1985.

The Arcadia Unified school board has agreed to terms with mall developer Rick Caruso, who is offering free office space to the district inside his proposed Shops at Santa Anita. Caruso is offering 22,000 square feet of office space, plus 88 dedicated parking spots, for 40 years, at no charge.

As ordered by the Los Angeles Superior Court, Arcadia city officials were expected to finalize the repeal of all approvals related to the Shops at Santa Anita mall project and the decertification of the environmental impact report (EIR). Jason Kruckeberg, Development Services Director for the City of Arcadia, said city officials are just starting the potentially year-long process of fixing the 11 faulty areas of the EIR. City officials have begun talks with CalTrans and the Los Angeles County Sanitation Districts asking for their cooperation in fleshing out traffic and sewage studies.

The Breeders' Cup announced that its internationally recognized thoroughbred horse racing event will be hosted by the Churchill Downs race track in Louisville, KY in 2011 for the second consecutive year. Breeders' Cup spokesman Jim Gluckson said, "It became a difficult situation to select Santa Anita Park for 2011 with the problems that occurred with the cancellation of Oak Tree lease."
