Diners line up to get last meal at Rod's Grill in Arcadia. Restaurant that has served generations of people closes on Sunday (yesterday). Hundreds of diners made a final pilgrimage to Rod's Grill in Arcadia at 41 W. Huntington Drive, along Historic Route 66. Rod Wellman started the restaurant in 1946 in Alhambra. The Arcadia location opened in 1957 offering 10 cent coffees and 40 cent slices of pie a la mode. Wellman's sons Barry and Brian took over years later, then Manny Romero bought it about 25 years ago and kept its vintage vibe. Romero was an immigrant from Mexico. He died in 2021. Television shows such as This is Us, Mad Men, Last Man Standing, and Luck, had filmed episodes there. See hard copy in VF. See also Pasadena Star News, p. A3, A4, February 9, 2023.

Sierra Madre and Arcadia engaged in water fight. Sierra Madre accused Arcadia of stealing water from a shared East Raymond Basin. Holly Whatley, Sierra Madre's assistant city attorney, said the California Supreme Court divided the east and west Raymond Basin in a 1944 judgment. Arcadia spent $2.8 million to build its Anoakia Well in 2001 and its Colorado Well in 2007. Hydrogeology expert Tim Thompson said although Arcadia's two wells reside on the eastern side, the wells actually draw ground water that originates from the West Raymond Basin. He said there is very little water traveling from the east and west basins because of a hydrogeological barrier, and a scientific look at the ground shows that Arcadia is taking adjudicated water from the West Raymond Basin. The windstorm that hit San Gabriel Valley on November 30-December 1 leaves lessons. Utilities and city officials study what went wrong to be better prepared in future emergencies and disasters. Southern California Edison (SCE) restored power to the last of its 433,925 customers by Thursday--one week after the storm--and is now the subject of public criticism and a probe by the California Public Utilities Commission (CPUC) for "prolonged power outages." Crews in Pasadena and surrounding cities are still clearing the streets.

Power still out in parts of Pasadena. The California Emergency Management Agency's acting secretary Mike Dayton is touring the cities most impacted by the windstorm. His visit is considered a precursor to a state declaration of emergency, which would pave the way for state and federal assistance. Arcadia City Manager Don Penman said damage to public buildings and recovery efforts are expected to top $2 million, and that damage to private property could run several million more.

With about a dozen Southern California cities, including Arcadia, potentially seeking new city managers this fall, some local officials are worried demand could drive up the salaries. Arcadia City Councilman Roger Chandler, whose city manager Don Penman is retiring in October, after 3 years as top administrator, said the opportunity to work for certain cities will outweigh the competitive market. He said this will not create a bidding war for city managers. Penman's annual salary is $214,032 plus $4000 in deferred compensation. He receives $14,076/year in medical benefits, 4 weeks vacation, 2 weeks management leave, and use of a car and BlackBerry.
