Pictured behind the children left to right are Police Chief William Orr and Patrolman William Goodman. The Bicycle Rodeo was a contest in bicycle safety and riding skill. Winners received nighttime riding lights and electric horns. The awards were the culmination of bicycle safety instruction offered at Arcadia playgrounds throughout the summer by William Goodman.
