Monrovia man Yi Chen gets 4 years in prison for fraud in a student visa scheme to get Chinese immigrants into the U.S. unlawfully. From June 2015-February 2021, Chen was the CEO and owner of two so-called educational consulting companies in Alhambra and Arcadia that charged foreign students thousands of dollars for "guaranteed" admission to a college that would lead to the issuance of an F-1 student visa. Former Arcadia man accused of lying, losing millions of investors' money. James Arthur McDonald, Jr. former CEO and Chief Investment Officer of Hercules Investments LLC and Index Strategy Advisors Inc. was charged with one count of securities fraud. Prosecutors claim McDonald lost clients of his Los Angeles-based firm Hercules millions of dollars in late 2020. He had been renting a home in Arcadia.
Mall buyer a local resident. Wen Shan Chang, 71, of Bradbury, is new proprietor of The Shops at Santa Anita, formerly owned by Westfield. It was sold in August for $537.5 million. The property is at 400 South Baldwin Avenue and is now called The Shops at Santa Anita. Mall is 1.48 million square feet. Chang purchased it from France-based Unibail-Rodamco-Westfield in a sale considered the largest for a mall in the U.S. since 2018. The Arcadia mall site has been thriving through Asian retailers catering to the large Asian community in Arcadia and San Gabriel Valley.
David Wei Lin, father of slain teens William Lin and Anthony Lin, testifies emotionally at brother-in-law Deyun Shi's murder trial. Anthony and William were beaten to death by a bolt cutter in their Arcadia home in the 400 block of Fairview Avenue in Arcadia. Deyun Shi is the uncle of the two boys and stands trial for their murders and for injuring his wife Amy Lin with a maul.
Arcadia resident, Ruixue "Serena" Shi, gets 20-year sentence for Coachella Valley fraud involving $22.8 million in funds for a condominium and hotel complex called Hyde Resorts and Residences Coachella Valley. Shi was president and owner of Global House Buyer (GHB), a China-based real estate development company, and also was CEO of the Beverly Hills-based company Hyde Morgan Development, LLC. Chinese investors in the Hyde project were falsely promised visas through the EB-5 Immigrant Investor Program.

Officials deport wine con man Rudy Kurniawan, who bilked collectors out of millions of dollars. He is back in Indonesia. He was putting less expensive Napa and Burgundy wines into counterfeit bottles at his home in Arcadia.
Former TV finance analyst from Arcadia James Arthur McDonalds, Jr. charged with lying to investors about the health of his finance firm and failing to disclose massive losses incurred through risky investments following the onset of the COVID-19 pandemic. McDonald was CEO of Los Angeles-based Hercules Investments and Redondo Beach-based Index Strategy Advisors Inc. He is believed to be in hiding.

Arcadia's crime drops in 2019. Compared to 2018, there was a 28% drop in residential burglaries, a 17% decrease in robberies, and an 11% reduction in assaults.
Arcadia will have a Patriotic Reverse Parade and Food Drive. People will drive on the parade route and wave to the "Stars of the parade" who are stationed on the sidewalk on July 2, 2021, 9-11 AM. The "stars" include firefighters, medical and police who have helped the community during the COVID-19 pandemic. Canned food donations will be accepted by Foothill Unity Center.
City of Arcadia to implement two new restrictions on plastic waste in 2022. Phase One will restrict the distribution of disposable food service ware items such as utensils, napkins and condiment packets to by-request only, beginning February 3. Phase Two will prohibit the use of polystyrene containers for prepared food and beverages and will require the containers be made from alternative materials, beginning December 3.
