Robert Berlien, the new Water Department Manager, is a native if Indiana. He says that the assumption of his duties has been fairly easy because of the fine job done by retrying manager John Grivich. One of the problems facing ALL Water Departments is the availability of electrical power to run the pumps.

Three city-owned lots at 521 N. First Avenue, adjacent to the Foothill Freeway, were sold last week by the Arcadia City Council to the W. D. Wilson Co., which will construct a building on the site and move from its present location in South Pasadena. James J. Melas, president of the W. D. Wilson Co. and an Arcadia resident said his firm deals in sophisticated biomedical supplies and unusual alloys and fittings for medical instruments. Selling price was $41,500. The city originally purchased the lots from the state Department of Highways for $33,000.

Partial opening of the Pasadena interchange is due in late 1974. A major portion - a 4.5 mile section from Fair Oaks to Rosemead - will open in the summer of 1975.
A portion of the Eaton's restaurant property on the corner of Colorado and Michillinda has been sold by the Times Mirror Company to Younson Construction, who will build 18 residences on the site.
Howard Jarvis, the father of Proposition 13, spent an hour in Arcadia, knocking down the "straw man" arguments he said were being put up against the property tax initiative. Prop. 13 would reduce property taxes in California to 1 percent of what market value was in 1975-1976, plus whatever is necessary to pay off current bonded indebtedness. A 2 percent annual inflation rate is written into the constitutional amendment.
The City Council will hear a report of the proposed Noise Level portion of the General Plan on Tuesday. A Noise Level Plan consists of a statement of community goals and the identification of local noise sources.
Residents of the Arcadia portion of Hillcrest Blvd. and Valencia Way have urged the City Council to close Hillcrest and make Valencia a dead end. An alternative would be the erection of stop signs along Hillcrest.
