The ever-present philosophic differences among School Board members over whether or not to accept Federal funds has come up again. It appears that a May-Horstman-Frempter coalition, which is against accepting Federal funds could block Title I applications.
Opposing forces are preparing for the March 1 City Council meeting. At this time the Council will decide whether to permit Mr. McCaslin to develop the area in lots of 18,000 to 20,000 square feet and keep the mansion, or to hold him to the 30,000 square feet set by the Planning Commission and risk losing the house built by Anita Baldwin.
The Arcadia Board of Education has been studying the legal status and requirements of driver education. So far driver education has not been offered at Arcadia High School this year.
Howard Jarvis, the father of Proposition 13, spent an hour in Arcadia, knocking down the "straw man" arguments he said were being put up against the property tax initiative. Prop. 13 would reduce property taxes in California to 1 percent of what market value was in 1975-1976, plus whatever is necessary to pay off current bonded indebtedness. A 2 percent annual inflation rate is written into the constitutional amendment.
John L.E. Collier will seek re-election to the state Assembly for his 17th term. This is contrary to what he said two years ago when running for his present term. Dan Bryant of San Marino, Dick Mountjoy of Monrovia and E. L. "Andy" Anderson, Mayor of Duarte are still considering challenging Collier.
Disaster planning, incorporated in Arcadia's Master Plan, is now being polished for final approval. Contingency plans are designed for fire, earthquake, plane crash, etc.
Paul Gann and his People's Advocate have withdrawn from the lawsuit pending against the city of Arcadia. The Arcadia Tax Reform Committee has not yet decided whether to file an amended complaint.
