By a vote of 3-2, the City Council OK'd seeking Federal funds for the construction of an auditorium. The School Board has already voted to appropriate $4000 of the $6000 needed to update old plans.
First Stage Smog Alert policies in all Foothill area school districts will conform to recent recommendations from State and County Health and Air Pollution authorities.
The City Council will consider a proposed ordinance governing backyard sales on October 1, 1974. Regulations include: 1. A $1.00 permit would be required. 2. Sales would be limited to every 6 months. No sale could run longer than 2 consecutive days. 4. No signs could be placed on public property. 5. Sales must be between 8:00 A.M. and 6:00 P.M. 6. No merchandise would be allowed in the front yard.
The City is studying three major types of municipal bus services: 1. Fixed route system 2. Route deviation system (demand response via dispatches) 3. Subscription service.
"Captive Girl" Susan (aka 'Genie') Wiley's father Clark Wiley committed suicide. Clark Wiley shot himself minutes before he was to have appeared in Alhambra Municipal Court on charges of child abuse. The article was written by Dick Lloyd. With related stories "Note tells instructions for funeral (p. 1)," "A story he wanted to tell sealed by death of father (p. 6)," "Changed laws could have averted tragedy (p. 6)," and "Mrs. Wiley shelters at welfare agency: custody hearing Monday (p. 6)." A 13-year-old girl named Susan Wiley was reportedly a prisoner in her home for all her life until a social worker discovered the child abuse. Susan's parents Clark Wiley and Irene Wiley were arrested. The family home is at 6722 Golden West Avenue, in a county area of Arcadia. Susan Wiley was living in an environment of total isolation and deprivation and was malnourished. She cannot talk, is deformed, barely able to walk and is not toilet trained. Salary negotiations are still underway with teachers insisting that no strike is planned. Specific salaries are given for various levels: 1. beginning - $9012 2. average - $14,254 3. maximum with masters degree after 14 years - $18,589
Three new laws have been recently passed by the City Council: 1. Noise - aimed primarily to curtail amplified sound. 2. Garage sales - must be held in a rear yard and be able to establish title to the goods. No signs may be placed on public property.
3. smoking - banned in theaters, etc.
The Board of Directors for the Arcadia Chamber of Commerce approved a plan proposed by the Senior Citizens Commission to establish a fund for the eventual construction of a senior citizens center.
The city tax on utility bills will be discontinued if you meet the following requirements: 1. Married couple with gross income under $7500. 2. Single persons with gross income under $5000. 3. Anyone who is eligible for Social Security, aged, blind or disabled categories. Fill out the appropriate form and return it to City Hall before October 31 to avoid the tax for 1975. Eligibility must be reestablished year.
A child care center will open September 15, 1975 at the Arcadia Presbyterian Church for all children. It is not geared toward working parents, but it is a special supplemental program to expand a child's experiences.
With the musical production revived when an addition to the High School Little Theater was guaranteed, the High School will present "Fiddler on the Roof" May 3-6 at the San Gabriel Civic Auditorium.
After 2 months of classes, enrollment for Arcadia schools is down 400 from last year at this time. The only enrollment increase has been in grades 4-6.
