Arcadia resident Ed Honeywell has plans to build a backyard solar still to produce alcohol from lawn clippings. He intends to mix the alcohol with gasoline to produce fuel for his car. All of these plans depend on Honeywell obtaining proper licensing for the still.
The Planning Commission will ask the City Attorney whether or not they have the power to turn down a developer even though his plans meet all requirements.
The City Council, in emergency session, cancelled its contract with City Refuse Service and awarded an emergency contract for 90 days to Best Disposal Co. of Monrovia.

Marquee West use permit: new hurdle. Operators of the Marquee West teenage night club at 30 S. First Avenue will face a new hurdle when Planning Commission will reconsider the conditional use permit under which the center operates. The staff recommendation will be to revoke the permit, "due to the inability to control irresponsible behavior and the apparent inability of Marquee West to comply fully with all the conditions of the permit." The Arcadia Board of Education has been studying the legal status and requirements of driver education. So far driver education has not been offered at Arcadia High School this year.
The state is now requiring cities to include a noise element in their planning. Arcadia has contracted with Olson Laboratories for $5150 to provide technical data which the city will use as a basis to form policy.
Disaster planning, incorporated in Arcadia's Master Plan, is now being polished for final approval. Contingency plans are designed for fire, earthquake, plane crash, etc.
The City of Los Angeles plans to file a suit against Los Angeles County and welcomes other cities to join in a class action suit to force the County to tax residents of unincorporated areas directly for services provided. This would, in effect, lighten the burden on incorporated cities and residents.
Plans for a $700,000 building to house the City Council have been approved, but the whole project has bogged down over the projected $89,500 needed to make the existing City Hall conform to the new building. Arcadia High School is the only school in the country to offer a class in race track management. Requirements to take the course are stiff. The aim of the class is to expose interested seniors to executive management techniques.
Marquee West, a teen "night club" that opened in December 1977, had its use permit revoked by the Planning Commission on March 28, 1978. They may appeal.
Arcadia Methodist Hospital is seeking approval from the California Department of Health for a $15 million building program. Included would be a 3-story addition to house emergency services, remodeling, and a parking structure.
