Opposing forces are preparing for the March 1 City Council meeting. At this time the Council will decide whether to permit Mr. McCaslin to develop the area in lots of 18,000 to 20,000 square feet and keep the mansion, or to hold him to the 30,000 square feet set by the Planning Commission and risk losing the house built by Anita Baldwin.
Marquee West use permit: new hurdle. Operators of the Marquee West teenage night club at 30 S. First Avenue will face a new hurdle when Planning Commission will reconsider the conditional use permit under which the center operates. The staff recommendation will be to revoke the permit, "due to the inability to control irresponsible behavior and the apparent inability of Marquee West to comply fully with all the conditions of the permit." The City Council voted on March 1, 1977 to uphold the 30,000 square foot minimum lot size set by the Planning Commission on any development Mr. McCaslin might build. Room for compromise seems possible.
The general plan will be reviewed by the Planning Commission. The "central area" will be the focus of study. This area runs from the 210 Foothill freeway on the north to Duarte Road on the south and from the east city boundary to Santa Anita Avenue. It also includes the commercial section west of Santa Anita Avenue and north of Huntington Drive.
Several plans to add additional parking spaces to the downtown area were outlined to interested businessmen. The proposals included re-striping of the existing area and narrowing Wheeler Street, permitting that section to be added to parking lots.
The Westerner Restaurant has been granted a temporary permit allowing patrons to dance on the premises. The temporary permit is valid until an ordinance can be formally enacted. Until this action was taken, public dancing was allowed only at the Santa Anita Turf Club.
The City Council will consider a proposed ordinance governing backyard sales on October 1, 1974. Regulations include: 1. A $1.00 permit would be required. 2. Sales would be limited to every 6 months. No sale could run longer than 2 consecutive days. 4. No signs could be placed on public property. 5. Sales must be between 8:00 A.M. and 6:00 P.M. 6. No merchandise would be allowed in the front yard.
Marquee West, a teen "night club" that opened in December 1977, had its use permit revoked by the Planning Commission on March 28, 1978. They may appeal.
The City Council will consider two urgent ordinances December 21: 1. Setting hillside building standards. 2. Permitting a special earthquake study of the Raymond Fault which runs beneath Foothills Junior High School.
The Planning Commission directed the planning staff to prepare a resolution permitting Maranatha High School to operate at its present North Santa Anita location.
The Republic Development Co. made a report to the City Council concerning redevelopment of the area around Fifth Avenue, Santa Clara Street, and Santa Anita Wash. Proposals include 3 five-story office buildings and expansion of retail stores into the area.
30 people were injured on opening day at Santa Anita Park when two men became involved in an altercation. One dropped a gun and this was enough to cause a wave of panic which spread through the crowd.
Hinshaw's new section: a child's dream world. New children's area for children's clothing was formerly occupied by JC Penney. See hard copy of newspaper in Box 51.
