The new CAS (2) program, an acronym for Curriculum Alignment System and Comprehensive Assessment System, will replace the California Assessment Program (CAP), the Comprehensive Test of Basic Skills (CTBS), and the District Minimum Proficiency Tests. The City Council has unanimously opposed the Arcadia Police Relief Association's proposals for a work week make up of 3 8-hour days, a 1.5% pay increase, and payment for time spent on-call.
23 "heroes and heroines" in the Arcadia Unified School District were honored by the Board of Education in the first "Profiles in Excellence" awards. The awards were presented to "individuals who maintain a standard of excellence in their work and who represent those values and qualities which make Arcadia a special place for students." Police responding to a 911 hangup call in the 700 block of Sharon Road found a suspected brothel stocked with young women, gambling paraphernalia, contraceptives, and extensive lists with names and phone numbers. Seven men and eleven women were arrested.

In 1993 the Arcadia City Council and the Redevelopment Agency implemented the Comprehensive Revitalization Strategy Program designed to bring new economic developments to the downtown district. The streetscape construction project has been completed and the revitalization is on-going with the Commercial Facade Rehabilitation Program (CFRP) providing financial assistance for storefront improvements.
