The state's budget crisis could mean that Arcadia Unified School District will suffer a shortfall of an estimated $2.3 million in the 2008-2009 fiscal year. Figures for other local school districts are included.
The Arcadia City Council is considering changes to fees charged by the city through the Development Services Department. One change might be a $25 fee for new business license applications. The fees may increase for design review of new commercial projects and appeals from an architectural review board to the Planning Commission. The General plan amendment fee may drop and tentative tract maps for condos may drop. The city plans to increase fines for code violations.
Arcadia city officials have approved across-the-board fee increases that are expected to generate $500,000 in revenue this year. Parking tickets will go up from an average of $40 to $50. Other fees going up include building permits, towing fees, business license fees, water, street, and engineering services.
Arcadia police and firefighters have voted to defer a portion of their salaries and health benefits to help close the city's budget shortfall. In total, employee pay and benefit deferments will free up about $300,000. The city is trying to close a $600,000 deficit this fiscal year in its $48 million general fund budget.
The new fiscal year will bring about changes in the city. Most notably, construction will begin on a new $16 million police station. Other possible projects include moving fire stations around, new signs, upgrades to infrastructure and more.

Recreation classes and programs for Arcadia residents will be increased for everyone except senior citizens under a new fee schedule adopted by the City Council.
Many San Gabriel Valley cities are seeing an increase in property tax revenues in the 2009-2010 fiscal year, namely San Marino, Arcadia, Bradbury, Alhambra and South Pasadena. Arcadia's property tax revenue is expected to be $3,359,282.80 compared to $3,294,314.77 in 2008-2009. Other cities' figures are given. City staff projects a $3.5 million deficit in the 2010-2011 fiscal year, due in large part to rising retirement costs. City Manager Bill Kelly told City Council that even with the Caruso mall, expansion at Westfield Shoppingtown and at Rusnak auto dealership, the city still faces a budget shortfall in about 5 years. Massage therapists will have to pay a $265 fee to be licensed in Arcadia under a new city ordinance. A background check will be done on applicants and they will be fingerprinted.
California's minimum wage increase is going to force some restaurants to hike food prices, cut back on employee hours and reduce advertising. McGrath's Fish House in Arcadia may be forced to reduce employee hours. The minimum wage is now $7.50 per hour. Another 50 cent increase goes into effect January 1, 2008.
