Westfield Santa Anita celebrated the opening of The Promenade, its $120 million open-air expansion of 30 stores. H & M, a fashion retailer, will open a store at Westfield Shoppingtown Santa Anita on December 14, 2006. The store will have fashions for men, women, teens, and lingerie.
British food giant Tesco is going to open Fresh and Easy Neighborhood Markets in West Covina and Arcadia on November 8, 2007. Fresh and Easy stores are relatively small and lean heavily on fresh food offerings, including prepared meals and sushi.
Hong Kong Supermarket, a New York-based company, will open a 25,000 square feet market at 935 W. Duarte Road, at the Mon-Arc Retail Shopping Center. It is the fifth Hong Kong Supermarket in the San Gabriel Valley, specializing in imported Asian groceries. It will serve customers from both Monrovia and Arcadia. Asians account for 10.9% of Monrovia's total population while Arcadia's Asian population is at 58.9%.
Arcadia seeks to extend the right to collect cell phone usage tax. Officials plan to hold a special election in May or June in 2009 for a ballot measure. If communicated to voters correctly, it should pass, because it would not raise the tax but protect the city's revenues. At stake is about $1 million in yearly revenue. To do that, voters must allow the city to legally redefine what a telecommunications tax is. Recent court rulings have suggested cities cannot tax cell phone use by relying on older telecommunications tax ordinances.
Swim Spot boutique, a swimwear retailer store, leasing a short-term "pop-up" space at Westfield Santa Anita shopping mall, is spotlighted here. If things go well, Swim Spot will likely sign a longer term lease.

Obituary/death notice. Wilfred C. "Bill" Stroud of Arcadia, who started with a store in Pasadena and built the Stroud's chain into the largest specialty linen retailer in California, died at age 77.

The El Segundo-based chain is losing money and Tesco has hired investment bank Greenhill to review options. Fresh & Easy has 200 stores in California, Nevada, and Arizona.
