Governor Arnold Schwarzenegger appointed Thomas L. Willhite, 50, of Arcadia to the State Court of Appeal for the Second District. Willhite has also been a Superior Court judge and a Los Angeles Municipal Court judge.
The lockup at Santa Anita Superior Court in Monrovia will close at the end of the month. The closure, due to budget cuts, will have a direct effect on the Monrovia and Arcadia police departments.
Judge James C. Chalfant stands by his July decision that the environmental impact report (EIR) that Arcadia officials relied upon in approving the mall was faulty in 11 areas and that it would have to be revised before the Caruso mall project, proposed for the Santa Anita Park race track parking lot, known as the Shops at Santa Anita, can move forward.
As ordered by the Los Angeles Superior Court, Arcadia city officials were expected to finalize the repeal of all approvals related to the Shops at Santa Anita mall project and the decertification of the environmental impact report (EIR). Jason Kruckeberg, Development Services Director for the City of Arcadia, said city officials are just starting the potentially year-long process of fixing the 11 faulty areas of the EIR. City officials have begun talks with CalTrans and the Los Angeles County Sanitation Districts asking for their cooperation in fleshing out traffic and sewage studies.
Santa Anita Courthouse, located in Monrovia, which serves Monrovia, Arcadia, and Duarte, is being considered for shutdown by the Los Angeles Superior Court Executive Committee.
Los Angeles Superior Court Judge Robert O'Brien ordered changes to a statement signed by Mayor Roger Chandler and members of the City Council after two residents, with the backing of the initiative's corporate sponsor, filed suit over factual inaccuracies. This will affect the wording of Measure N on the next ballot.
Because of budget cuts, the nearly 50-year-old Santa Anita Courthouse jail in Monrovia is expected to close. According to Arcadia Police Chief David Hinig, the closing of the Santa Anita Court will follow within months. Closing of the lockup will affect both Arcadia and Monrovia police departments.
Judge John H. Saunders of Santa Anita Municipal Court chose the annual Christmas dinner of the Foothill Bar Association to announce his plans to retire in May of this year.
In the lawsuit filed by El Monte against Arcadia, a Los Angeles Superior Court Judge ruled that Arcadia acted properly in its decision to permit a storage facility in the southeast portion of the City.

Arcadia to amend sex offender registration to align more with recent state Supreme Court rulings. The amendment would repeal part of Arcadia Municipal Code, Chapter 9.4 of Article IV, which contains residency restrictions for registered sex offenders.
In a 5-0 decision, City Council gave Santa Anita Park the land-use designation it needs to develop movie theaters, restaurants and retail stores on its property.
