A disappointing turnout of less than a dozen people (mainly real estate developers) attended the public meeting to discuss phase I of the Downtown Arcadia Revitalization Study held Tuesday, July 31. One idea offered at the meeting was to create an "Avenue of the Thoroughbreds." More interaction with business owners affected by such suggestions was hoped for.

In 1993 the Arcadia City Council and the Redevelopment Agency implemented the Comprehensive Revitalization Strategy Program designed to bring new economic developments to the downtown district. The streetscape construction project has been completed and the revitalization is on-going with the Commercial Facade Rehabilitation Program (CFRP) providing financial assistance for storefront improvements.
Among West Valley districts, the Arcadia Unified School District had the highest percentage of English-proficient students. 64% of the district's English learners scored at the "proficient" level on the English Language Development Test. That compares to 36 percent of English learners statewide who scored proficient on the test.
Methodist Hospital of Southern California has been grappling with the cultural differences brought about by the influx of Chinese Americans to Arcadia surrounding communities.
An overnight break-in occurred at Burlington Coat Factory in Arcadia, at 1201 S. Baldwin Avenue. Employee found a jewelry display case had been smashed open. Arcadia police searched the store but no suspect was found. It was not clear what, if anything, had been stolen, other than the jewelry from the case.
City of Arcadia receives over $1.5 million in annual revenue from Santa Anita Park, according to a report from Keyser Marston Associates, which was commissioned for the city's Economic Development Division. Over the next five years, the racetrack is estimated to generate $7.5 million in sales tax, pari-mutuel revenue and property tax. According to the report submitted in the fourth quarter of 2019, Santa Anita Park is responsible for 1,160 jobs annually.
School district gets CAP test scores. Although Arcadia students remained comfortably above the 80th percentile in most categories in California Assessment Program test scores, the influx of Limited English Proficient (LEP) students into the district is having a definite impact. In 1976, there were 63 limited or non-English speaking students in Arcadia school district. As of October 1 this year, 539 students are in the LEP program. 78% of LEP students are Asian; 14 % are Spanish, 2 % European, with the remainder from other cultures. In Area 2, Laura Bollinger had an early lead over Joseph Hamer Salas for the Citrus Community College District race.
The Citrus Community College District encompasses Azusa, Bradbury, Claremont, Duarte, Glendora, Monrovia, and portions of San Dimas, La Verne, Pomona, Arcadia, Covina and Irwindale. The district enrolls more than 20,000 students.
The Assistance League of Arcadia will have teams of puppeteers that use the Japanese "bunraku" technique perform at local elementary schools this fall, addressing divorce, physical abuse and cultural differences.
