Woman gets 20 years in prison for bilking investors. Ruixue "Serena" Shi, 38, of Arcadia, bilked investors in a Southern California hotel and condominium project of at least $26 million. See also Arcadia Weekly, p. 8, 14, November 24, 2022.
Monrovia man Yi Chen gets 4 years in prison for fraud in a student visa scheme to get Chinese immigrants into the U.S. unlawfully. From June 2015-February 2021, Chen was the CEO and owner of two so-called educational consulting companies in Alhambra and Arcadia that charged foreign students thousands of dollars for "guaranteed" admission to a college that would lead to the issuance of an F-1 student visa. An Arcadia man, David Frederick Thornton, pleaded guilty to two counts of mail fraud, two counts of wire fraud and one count of impersonating a federal officer. Charges included his defrauding donors to his Thornton Kidney Research Foundation.
Arcadia resident David Frederick Thornton, charged with wire and mail fraud and embezzling money from the Thornton Kidney Research Foundation, was sentenced to eight years in federal prison.

Arcadia couple Edward Chen, aka Jianqiao Chen, Jian Qiao Chen, and Jian Chen aka Jing Jiang and Jean Jiang, accused of fraud involving defrauding investors through EB-5 visa schemes. The couple's companies raised more than $22.5 million from 45 Chinese investors, purportedly to build an interior design center in Ontario and a condominium building in Los Angeles. Dr. Daniel Healy, 53, of Arcadia, pled guilty to one count of distribution of a controlled substance, the painkiller oxycodone. He faces up to 20 years in prison when he is sentenced December 7.

Murder trial. Deyun Shi, man accused of revenge on family. The prosecutor said Shi, a Chinese citizen, had plan to flee to Hong Kong after killing his 2 teenage nephews in Arcadia and an attack against his wife. Shi faces life in prison without parole if convicted in the January 22, 2016 killings of 15-year-old Anthony Lin and 16-year-old William Lin, and of injuring his wife the day before. The boys were bludgeoned to death in their home in the 400 block of Fairview Avenue in Arcadia.
George Torres, of Arcadia, was convicted of 55 felony counts, including racketeering, "honest services" mail fraud, and wire fraud, conspiring to harbor illegal immigrants and tax charges. The jury also found that Torres solicited the 1994 murder of a gang member who demanded a "tax" from a Numero Uno Market. George Torres owned eleven Numero Uno grocery stores in some of the region's poorest neighborhoods.

Former Arcadia man accused of lying, losing millions of investors' money. James Arthur McDonald, Jr. former CEO and Chief Investment Officer of Hercules Investments LLC and Index Strategy Advisors Inc. was charged with one count of securities fraud. Prosecutors claim McDonald lost clients of his Los Angeles-based firm Hercules millions of dollars in late 2020. He had been renting a home in Arcadia.
Four Chinese investors are plaintiffs suing San Gabriel consulting firm California Investment Immigration Fund. Plaintiffs believed they were investing $500,000 in U.S. businesses in return for green cards. FBI allege the scheme was fraud and raided the firm and homes of lawyer Victoria Chan, her father Tat Chan, his wife Zheng Chan, in April.
Judge found that a man was sane at the time of the bludgeoning deaths of his then-estranged wife's two teenage nephews in the boys' Arcadia home. Deyun Shi is on trial for the murders of 15-year-old Anthony Lin, who was asleep when attacked with bolt cutters, and 16-year-old brother William Lin, who was killed while studying in a separate room, on January 22, 2016. Shi was found giulty on two counts of first-degree murder.
