An Arcadia man with a rare neurological condition, David Ireland has authored a book entitled "Letter to an Unborn Child." These reflect compassion and understanding and were written to his child in the event he did not live.
Marguerite Towsley and Dr. Robert Bell, veterinarian, have been named citizens of the year. Towsley is best known for the fundraising events she has chaired for numerous philanthropic organizations. Bell, president of Parent Alert, has made a considerable contribution toward helping to educate local citizens to the problems of drug abuse an providing guidance in combating them.
Arcadian Ken Nute sued the Velvet Turtle Restaurant after a meal he ate there gave him a case of food poisoning. The Los Angeles County Department of Health Services found 24 health code violations.

Mrs. Irene Wiley was freed on the charge that she was wilfully cruel to her 13-year-old daughter Susan Wiley, aka "Genie." The article was written by Lucie Lowery. A 13-year-old girl named Susan Wiley was reportedly a prisoner in her home for all her life until a social worker discovered the abuse. Susan's parents Clark Wiley and Irene Wiley were arrested. The family home is at 6722 Golden West Avenue, in a county area of Arcadia. Susan Wiley was living in an environment of total isolation and deprivation and was malnourished. She cannot talk, is deformed, barely able to walk and is not toilet trained. She has been placed in the care of Children's Hospital. The child has come to be known by the alias "Genie." Parents with children in the EMR (Educable Mentally Retarded) program in the Arcadia schools have written letters to the state, county and local school officials outlining the difficulties EMR teachers are having controlling their students without help from aides (lost due to Prop. 13).
Announced candidates for City Council as of January 13, 1974 are: Irvin I. Livingston; Thomas D. Ryan; David E. Parry. Seven others have also taken out papers. Three incumbents (Bob Arth, Ed Butterworth, and Don Hage) must retire.
The Arcadia Police Department's non-emergency business telephone numbers have been changed to the following: Front desk, 570-5150; Administrative offices, 574-5178; Investigation division, 574-5160. The change is due to the switch to Pacific Bell Centrex System which gives priority to emergency services in the event of an emergency.
