Wendell Chapman is seen on horseback with a battery operated radio. He was a member of the Civil Defense Amateur Radio Operators group that was assisting with communication in cases of emergency, such as floods, etc.

Standing at right is Mr. Mann, who owned the Monrovia Ice Co. and it is believed to be his truck standing near him. Next person to the left is believed to be Fred Knisley. Under the sign reading Brunswick tires and tubes on the left, is a group of five. Man with hat and cigarette is Mr. McLean. Man on extreme left is his helper.
