Joseph I, 15, a 9th-grader at Foothills Junior High School has been named one of 15 semifinalists in the instrumental music category for the Music Center's Second Annual Spotlight Award. The Spotlight Award Ceremony and Dinner will be held March 5 at the Dorothy Chandler Pavilion. Mr. I has also been invited to attend master classes given by the Los Angeles Philharmonic.
Police have arrested nine people who are believed to be members of a San Gabriel Valley Asian gang that has been under investigation in recent months for terrorizing local Asian youths. Four adults and five juveniles were taken into custody after police linked them with a February 15 kidnapping, attempted extortion and assault.
Arcadian Darlis Clark, who sued the LA Police Dept. for allegedly lying to a judge and falsifying information to obtain a search warrant to search her home in June, 1987, lost her federal civil rights lawsuit in a 6-0 verdict. The LAPD had hoped to link Clark in an investigation of ZZZBest carpet cleaning whiz kid Barry Minkow and organized crime.
Arcadia police are using SMART, or Speed Monitoring Awareness Radar Trailer, to educate residents into "voluntary compliance" with posted speeds. Placed at various locations, the trailers have a changeable sign for legal speed limits and an electronic readout of the actual speed of each car that whizzes by. The device can read speeds from about 1/4 mile away.

Partick Anderson, 23, of Inglewood remained in custody on suspicion of murder charges for the shooting death of Henry Miller, 27, of Los Angeles, who was killed in the paddock at the Santa Anita Park race track, making this the first shooting at the track in its 55-year history.

Baldwin Stocker Elementary School opened its Baldwin Stocker Information Center, complete with 16 Apple 2e computers and a computer encyclopedia stored on a single laser disc. The Asian Pacific American Legal Center, which recently persuaded Temple City, Rosemead and Garden Grove to stop restricting the use of foreign languages on business signs, has requested a change in the Arcadia city ordinance that allows only 1/3 of the area of a sign to be in a foreign language. The new ordinance is more restrictive than the law that was deemed unconstitutional in Pomona in 1989 which required at least 50% of a sign to be written in the Roman alphabet.
The Arcadia City Council has rejected the Asian Pacific American Legal Center's request that the city revoke a rule limiting the amount of space foreign languages can occupy on business signs. Councilman Robert Harbicht noted that the ordinance has been on the books for several years and the city has not received a single complaint about it.
Friday's 6.0 earthquake struck as Art Lerille, 56, and Julie Nickoley, 34, watched horses run in early morning workouts at Santa Anita Park. Nickoley was killed by a plunging 20 foot steel beam and Lerille was injured.
